The shutdown will affect about 60 employees at Institute and another 240 at the company's plant in Wood bine, Ga. Carbide spokesman Thad Epps said an internal investigation will be conducted into the gas leak while the aldicarb production unit is closed. Epps rejected statements that the chemical that leaked, aldicarb ox- ime, which is combined with methyl isocyanate to make aldicarb, is as toxic or even more toxic than MIC, which killed more than 2,500 people and injured hundreds of thousands m o r e i n B h o p a l , I n d i a , i n December. "There have some reports sug gesting that it is equal to methyl isocyanate. It is not," Epps said. "Union Carbide's toxilogical infor mation shows MIC's toxicity, based upon tests of oral, dermal and inha lation applications, is about 10 times that of aldicarb oxime. • "It is true that we rate both as a No. 4 for Union Carbide's rating system of individual chemeicals' potential health effects. The No. 4 indicates that all due precaution must be taken. However, within that category, there are varying de grees of risk with aldicarb oxime being on the low side and MIC being on the high side." Epps also defended the lapse of 19 minutes between the time of the incident and the activation of the emergency response plan. Resi dents and government officials crit icized the company for its failure to act sooner. "Under the circumstances of this particular incident, we believe the time lapse was understandable," he said. "Nonetheless, we beleve there is, indeed, ambiguity between pub lic and private authorities as to who makes those decisions to activate the emergency response plan that results in evaluation, roadblocks and other responses." A' 1983 internal company memo released in Washington shows Car bide places aldicarb oxime in Class 4, the category that includes MIC. Class 4 is the most toxic of four categories of chemicals. Senate Democratic leader Robert Byrd, calling public safety "our paramount concern," demanded a full accounting of the pesticide leak and planned to bring federal offi cials to the Institute plant today to question Carbide officials. Carbide officials have referred to aldicarb oxime as an eye and nose irritant since it leaked from the pesticide plant Sunday in a cloud of g a s t h a t s p r e a d o v e r f o u r communities. The Carbide document indicates the company is misleading the pub lic about its dangers, said Rep. Hen ry Waxman, D-Calif., who released the Nov. 28,1983, memo Monday. "The fact that Carbide has inter nal documents that indicate the chemical is of a serious nature but publicly of a less serious nature, that's even more unsettling," an aide to Waxman said. Carbide officials acknowledged Monday they delayed for 20 minutes issuing a public warning of the leak, started by blown gaskets in a stor age tank. e Plant manager Hank Karawan blamed the delay on a safety sys tem computer that he said predict ed the gas cloud would stay within the plant's boundaries. Retail sales up slightly WASHINGTON (UPI) - Despite a strong rebound at department stores and construction supply out lets, the nation's retail sales im proved just 0.4 percent in July, the Census Bureau said today. The lack of strong improvement held only disappointment for econo mists hoping the second half of the year would get a more vigorous start. But at the same time the figures encouraged investors who believe the Federal Reserve will be forced to lean toward lower interest rates because of the weakness of the economy. Although slight, the increase was the first of any size since April, when sales rocketed ahead by 3.1 percent. Sales were worth $113.7 billion in July after seasonal adjustment, only $363 million more than June. The report also revised downward June's performance, to a 1.4 per cent decline from the originally re ported 0.8 percent setback. "It was kind of scary that the June number was revised down fur ther," economist Sandra Shaber said, speaking for the Chase Econo metrics analysis firm. (UPI) - Sev eral hundred families forced from their homes for nearly sev en hours were allowed to return and crews re-opened the-Capital Beltway early Tuesday after cleaning up hazardous chemicals spilled from a tanker truck. A Virginia State Police spokes woman said authorities told the evacuated residents shortly before midnight they could return home and the highway was completely re opened in both directions shortly after 3 a.m. The spill, discovered during the height of the Monday afternoon rush hour, forced the closing of about 2 miles of the chief thoroughfare around Washington, D.C.
