A new tornado watch was posted Friday for portions of northern Florida, a small part of southern Alabama and adjacent coastal wa­ ters, weather officials said. The watch was in effect from 3 p.m. EDT until 11 p.m. EDT. At noon EDT Friday, the center of Elena was about 140 miles south of "Pensacola, but that was close enough to send 120,000 Gulf Coast residents in search of safer refuge inland. National Guardsmen also en­ forced the mandatory evacuation of condominium coves. "Immediate reaction is necessary to avoid the needless loss of thou­ sands of lives," said Florida Gov. Bob Graham, who canceled a trade mission to South America to direct emergency operations. "If the hurricane hits the Florida coast, coastal residents have two choices -- they can stay in their homes and face almost certain death, or they can evacuate imme­ diately and protect their lives/' he said. Elena lashed winds up to 100 mph and caused weather forecasters to predict tides up to 12 feet high would accompany the hurricane. Away from the hurricane rains continued to soak portions of Ken­ tucky after moving away from Indi­ ana, Ohio, Nebraska and southern South Dakota.
