City in flames Minority youths riot for 2 days in Great Britian's second-largest city By Arthur Herman United Press International BIRMINGHAM, England - Gangs of youths Tuesday rampaged in Britain's second-largest city for the second straight day, setting fires and throwing rocks and bottles at a Cabinet minister touring the riot- torn area where at least two people died. A mob surrounded the car of Home Secretary Douglas Hurd, who is in charge of law and order, when he arrived for a tour of the riot-torn Handsworth section along with Chief Constable Geoffrey bear. • "I want' %o listen," Hurd pleaded, but the youths shouted him down, hurling stones and bottles at him. He escaped uninjured and was taken in a police van to a police station. Police sa^ a gang of up to 100 youths set fires and hurled bricks, bottles and gasoline bombs in the second day of Britain's worst urban disturbance since rioting erupted in a number of cities in the summer of 1981. The rioting is in a predominantly black district with one of Britain's highest unemployment rates. Au­ thorities say they are unsure what caused the violence but residents claim tension has been building be­ cause of police harassment. Witnesses said new fires flared along Lozells Road where earlier firefighters pulled two bodies from a post office. The bodies were so badly burned that firefighters at first thought that three bodies had been found, police said. Two other people were unaccount­ ed for, authorities said. The London Standard newspaper said the two victims were believed to be Asian brothers who were beat­ en before a fire bomb was thrown into the sub post office, a shop with a small postal service section. Some Asian and white shopowners charged the violence was a result of jealousy by the blacks. "It's racial," said one white sho- powner who pointed out that most of the 50 gutted stores were Indian owned. "It was the West Indians (blacks from the Caribbean) taking out the Asians. The Asians are more indus­ trious and so they make a better living. It was a question of envy," he said. But black youths -- the first Brit­ ish-born generation whose parents came from the Caribbean in the 1950s --\said the rioting was trig­ gered by police harassment. Authorities said at least 34 people -- including 23 police officers and six firefighters -- were injured and 25 people were arrested in the riot­ ing, which erupted when*police tick­ eted a black motorist. By David Cowell United Press International JOHANNESBURG, South Africa -- Nobel Peace Prize winner Bishop Desmond Tutu said Tuesday Presi­ dent Reagan was "bending over backwards" to aid Pretoria, and eight members of the West German Greens Party occupied Bonn's em­ bassy to protest apartheid. The environmentalist anti-nuclear party said in a statement released in Bonn and South Africa the Greens, including party organizer Petra Kel­ ly, would remain inside the embassy for 48 hours to protest Chancellor Helmut Kohl government's support for the white minority government. "This is a demonstrative, non-vio­ lent occupation as a means of pro­ test against the continuing support of the apartheid regime by the Ger­ man government," the statement said. Foreign Minister Roelof "Pik" Bo­ tha said in a statement that charge d'affaires Fritz Ziefer advised him of the situation. He said Ziefer "con­ siders them to be uninvited guests of the embassy and their presence con­ stitutes a non-violent occupation of the embassy." He said South Africa's ambassa­ dor in Bonn "has been asked to protest to the West German govern­ ment against the improper use of diplomatic passports by the Greens." "They are here and they are re­ fusing to leave," an embassy spokesman said. He said the eight -- five men and three women -- were locked up in a room at the mission. There had been no attempt to interfere with normal diplomatic business. No police or security officials were on the scene and a foreign ministry spokesman said the embas­ sy had not requested assistance. The group had told colleagues in Bonn that they had chained them­ selves up, he said, but he did give further details. The group hung a banner from a second-floor window that read, "Boycott racism." The protesters threw balls of pa­ per that were collected by embassy officials before reporters could pick them up.
