Up to 6 inches of snow blanketed the Colorado mountains, stranding hunters and closing Trailridge Road in Rocky Mountain NationalPark. Authorities in Castleberry, Ala., reported three people suffered cuts and bruises when tornadoes touched down in rural Conecuh County. The Alabama Emergency Management Agency activated its emergency op erations center in Montgomery, and Conecuh County authorities were dispatched to the areas where at least three twisters touched down. Annette Blackman in the sheriff's office said several roads were blocked by fallen trees and power lines. At least one home was de stroyed when the first tornado hit about 6 miles west of Castleberry at 10:30 a.m. Six other houses were damaged in the area, Blackman said. A mobile home was destroyed and several storage houses were dam aged at a rest area on Interstate 65 and an area 6 miles north of Ever green, Ala. National Weather Service spokes man Mike Pass said the storm washed 2 feet of water over the Dauphin Island Parkway in the coastal town of Dauphin during high tide. In Mississippi, several tornadoes whipped across Gulfport and Blloxi, causing scattered property damage throughout Harrison county, where residents were still cleaning up from Hurricane Elena. Wade Guice, county civil defense director, said a tornado in the Bel Air section of North Gulfport ripped the roofs from two homes and hurled a boat and trailer against a tree. Numerous trees and power lines were blown down. He said at least two cars and two mobile homes were damaged in oth er areas and glate glass windows were blown from stores in Biloxi and Gulfport. More high winds whipped across Iowa, where people in thw town of Humeston said a tornado Sunday night destroyed two homes, dam aged a dozen others, and knocked• down garages, barns and power lines. Intervention possibilities criticized, praised By Denis G. Gullno United Press International WASHINGTON - As the dollar plunged and gold went up in value Monday, some economists saw enor mous dangers in the Reagan admin istration's new push to devalue the dollar '^Whatever short term benefits come out of this, there will be higher long-run costs," economist H. Erich Heinemann said Monday, speaking for a group called the Shadow Open Market Committee that closely ana lyzes Federal Reserve policy. Treasury Secretary James Baker announced Sunday a switch in "hands off" heagan administration policy to endorse efforts to drive down the value of the dollar with Almanac massive dumpings of dollars, if nec essary, by several of the richest governments. The Reagan administration previ ously was adamantly opposed to governmental efforts to manipulate foreign exchange markets but changed the polltiy, apparently wor ried about what it considers a worse threat, protectionist legislation. If the value of the dollar gently slides lower, American-made goods will eventually be easier to sell abroad. The previous administration poli cy was formulated by Beryl Sprin- kel, then No. 3 man at the Treasury Department and now the head of the president's Council of Economic Ad visers and a former member of the Shadow committee.
