With the prospects of a political campaign at the coming election, the question again comes up as to wnat side THE TALK will take in case there are two parties in the field. It has always been the policy of this paper to take an unbiased stand on all pub- lic matters, taking sides with neither party. Our columns are always open to everyone for the discussion of any affair pertaining to the public welfare of the village. In doing this, we 1eel that we are doing that which is the duty of every newspaper in setting forth the viewpoints of anyone for the discussion of all. In other words, we are "neutral." ama L. TV NO.'1. PINNETKA WEEKLY TALK enters upon its fourth year today. It main- tains its policy of being unbiased in its editorial judgment and exact in its business dealings. The manager and editor of a village paper face difficul- ties that are not likely to trouble the staff of a big paper much as the resi- dent in a small town finds life holds petty problems and annoyances not encountered in the crush of a city as large as London or New York. But fairness and squareness wear well and can overcome everything. Without missing an issue, Tue TALK has held its weekly chat with its sub- scribers since the start. The talks are enjoyed by the editor, at least, for if it were not for the courtesy of these same subscribers interesting news items, more than once, might be over- looked. In a town with a population of about forty-five hundred it is im- possible to always be "among those present." The prospect of growth in the com- ing year is encouraging. The subscrip- tion list is increasing in size and out of town papers, a number of times, have given the courtesy of an acknowl- edgment to THE TALK when reprinting news published from this office. A place so filled with activity as Winnetka and with the same interests in broad and varied lines of work can- not fail to have its influence on the community at large. It is the desire of Tue TALK to give hearty support to whatever may be of benefit at home and along the North Shore. Small as it is, it can still do its share. CHURCH ANNOUNCEMENTS. VILLAGE OF WINNETKA SPECIAL ASSESSMENT NO, 224, NOTICE IS HEREBY GIVEN that sealed bids for the construction of the improvement of Wilson Street, from the north line extended west of Winnetka Avenue to the easterly line extended south of Maple Avenue, and Maple Avenue, from the south line ex- tended west of Ash Street to the im- provement herein provided for in Wil- son Street, by constructing a gutter on cinders, a combined curb and gut- ter on cinders, drains, catch basins, inlets, catch basin and inlet connec- tions, a manhole, a retaining wall, ad- justing present catch basins and man- holes, draining, grading and placing plank end curb and paving with brick on a concrete base with a sand cushion, and an asphalt filler, an eigh- teen (18) foot roadway in the above streets; and all street and alley in- tersections and returns as far back as the street lines extended, except the roadway of Willow Street, within the Village of Winnetka, as more par- ticularly shown and described in the ordinance, plans, plates and profiles attached thereto and the specifica- tions for said improvement, all of which are on file in the office of the Clerk of said Village of Winnetka, will be received by the Board of L.o- cal Improvements of the Village of Winnetka, by or before eight. (8) o'clock P. M., on the 8th day of March, 1915, at which hour all the bids will be opened, at a meeting to be held in the Council Chamber of the Village Hall in the said Village of Winnetka. County of Cook and State of Illinois; the said improve- ment and assessment being other- wise known as Winnetka Special As- sessment No. 224, Contractors will be paid in bonds bearing interest at the rate of five (5%) per cent per annum, for all estimates approved by the Board of Local Improvements, in the sum of or exceeding One Hundred ($100.00) Dollars. Where the balance due on any estimate is less than the sum of One Hundred ($100.00) Dol- lars, the same will be paid by time warrant. In addition to the usual bond for construction and maintenance in a sum equal to the amount of the bid accepted by the Board of Local Im- provements, the successful 'bidder will be required to furnish an in- demnity and defense policy in some reliable company, indemnifying the Village of Winnetka against loss from liability for damages on account of injury or death suffered by reason of the performance of the work required to be performed by the said contrac- tor, by any person or persons, indud- ing such liability imposed under the employers' liability and workmen's compensation law of the State of Illi- nois, and the amendments thereof, in the sum of Five Thousand ($5,000.00) Dollars.
