beer WINNETKA WEEKLY TALK, FRIDAY, JUNE 7, 1918 PLAN AFTER WAR JOBS. FOR FIGHT CRIPPLES Local Residents Urged to attend Meeting in Auditorium Theater Thursday, June 5 GORGAS IS THE SPEAKER Surgeon General of War Department to Discuss Important subject By Charles D. Heller Where lies the responsibilty for re-educating the crippled soldier? General Gorgas, Surgeon General of the War Department, will be in Chicago and will answer this ques- tion at the Auditorium in Chicago, Thursday, June 13. Everyone is invited to attend, par- ticularly relatives and friends of men in the service. There will be no| charge made for admission. The | time is set for 9 o'clock in the morn- | ing. Additional speakers will be, Colonel Frank Billings and Major Casey A. Wood. Many minds are turning to this new conception of social responsi-! bility. The reconstruction of the, crippled soldier. The disabled hero! will no longer be a human waste product, he will be thaught how to! become a working factor in the] world's activities. Ie will he re-| turned to useful labor aul thereby benefit himself even more than the state because of his production] capacity. Must Find Employment Crippled men testify unanimously that the "handicap of public opinion" has been to them a greater obstacle than the loss of a !imh. People have assumed them helpless and, only too | often, have persuaded them to be-| come so. Idleness is the calamity too great to be borne. We must, therefore, find for the cripple the kind of a job for which he is capable and see that the comunity influence encourages him to tackle it. If we demand that the disabled man get back in the work of the world, we shall find him only too ready to do so. For the cripple who is occupied is, in truth, no longer handicapped. The United States is now concern- ed in making provision for the men of its own forces who may be] crippled in action. It is a matter in! which we should be forehanded, for the time to prepare training facilities | is not when the disabled men have! actually returned. With the exper- ience of the other countries before us, we can consider our work credit- able, not by equalling, but only by excelling the results already accomp- lished elsewhere. Government Acts Already the national authorities have gone on record as accepting! without reservation responsibility for | the aftercare of men injured in the service. The Surgeon-General's | office of the War Department is now preparing to provide for wounded men, not only medical and sutgical care, but also the curative advant- ages afforded by the simpler forms of occupation. The government is further inaugurating vocational training having as its object rehabili- tation for self-support. For some types of vocational train- ing there will be enlisted the co- operation of already established trade, agricultural, and commercial] schools, which will organize special classes for crippled soldiers. Committees to assist in the work of the government have been organ- ized in Chicago, Philadelphia. Balti- more, and other cities. In every! instance the expense of the Gsanled American soldier will in no wise be | dependent on charity. The funda- mental responsibility remains na- tional. Must Adjust Work To such a program every American | can heartily subscribe. And in its execution he must assist. The em- ployers in their spirit of patriotism must give the returned man, not an easy berth, but a chance at a con-| structive job in which he can grow.| The trade workers must suggest jobs! in their own line which physically | handicapped men can fill. and advise regarding the best methods of in-| struction to prepare for them. The individual citizen must help by his | attitude to encourage the crippled] soldier to the privilege of self-sup- port rather than to the ignominy of dependence. There are undoubtedly many in Wilmette who are intenseiy inter- ested in this movement and if they desire more information relative to the work that the Government is doing, and will call upon Mrs. W. The Evanston hospital is co-operat- ing with this scheme and on Monday morning Dr. East held his first clin- ic there. This work is intended par- ticularly for the country districts and the north shore and Evanston was selected as a suitable center. Any persons desiring treatment are asked to attend. Miss Harriet Ful- mer, Supervisor of public health of the bureau of social service of Cook County, is in charge. NATIONAL DEBTS PILE UP AMONG WAR NATIONS The London Economist for Feb- ruary places the total gross debt of Great Britain at 5,678,600,000 pounds ($27,636,000,000). The French minister of finance in presenting the budget for 1918 estim- | ated the public debt of France on December 31, 1988, at 112,166,038,000 | francs ($22,227,000,000). | The public debt of Italy at the end] of 1917 is estimated at about 33,000,-! 000,000 lire (676,000,000). i The debts of the central powers] are estimated as follows: Germany, | $25 408,000 000; Austria, $13,314,000,000; | and Hungary, $5,704,000,C0. | this amount has been loaned to the | allies.
