Astounding conditions in the Pub- lic schools of Illinois are forcefully re- vealed in a pamphlet issued recently by Carleton W. Washburne, superin- tendent of Winnetka schools in co- laboration with W. W. Lewton, super- intendent of schools at Cicero, Ill, and president of the City Superin- tendents association, and J. O. Engle- man, superintendent of schools of De- catur, Ill, chairman of the Legislative Committee, Illinois State Teachers' association. With Mr. Washburne as chairman, the three educators com- prise the Legislative Publicity com- mitee of the Illinois State Teachers' association. The booklet is issued for the express purpose of arousing sen- timent among parents of school chil- dren and all persons interested in ef- fective and proper instruction of the that will insist rising generation upon increased appropriation for school purposes in the legislative branches of the state government. ------------ The booklet is entitled "The Crisis in Public Education in Illinois". Briefly, these pertinent facts com- mand immediate attention and remedy : "Illinois schools are running be- hind $15.000,000 a year. "One hundred and sixty thousand children are being taught in unsuit- able class rooms and basements. "Three out of four teachers are un- dertrained. "Almost all teachers are underpaid. "The only way to prevent this sit- uation from becoming worse is to increase the State school fund from $6,000,000 to $20,000,000 immediately. "This increase is less than that which California, New York, Ohio and other states have given. "IIlincis now is second in wealth-- 24th in educational rank and in sup- port of its schaols. "Normal schools. for want of 'sup- port, are losing their faculties. "Immediate help for public schools and normal schools is imperative if they are to survive. Every department and phase of public school work and cost is thor- oughly and frankly discussed in the booklet.
