It was the opinion of the Board that no patients should be accepted by the Hospital authorities except on the OK of the Township Supervisor, or overseer of the poor, of the Township in which the patient resides. The Chairman stated that if there was nothing further to come before this meeting for the good of McHenry County, he would entertain a motion to adjourn. It was thereupon regularly moved by Supr. The Clerk then presented and read a communication from the McHenry County American Legion protesting the use of a gravel pit located between Cary and Fox River Grove, in McHenry County, as a garbage dump. Chairman Nolan then called upon Harold Bacon of Crystal Lake, Illinois, Chairman of the Board of Appeals, operating under said Ordinance, who outlined in detail certain amendments to said Ordinance that he and the members of the Board of Appeals felt could be immediately adopted. He then filed a copy of the said proposed amendment with the Clerk, which was ordered placed on flier After some discussion with regard to said matter it was regularly moved by Supr. Flllp and duly seconded by Asst. Supr. Rosenthal that the Board of Supervisors of McHenry County, Illinois, petition and request the Board of Appeals of McHenry County, Illinois, operating under the McHenry County Illinois Comprehensive Zoning Ordinance to take immediate steps by publication, and that public hearings pursuant to notice be had to properly amend said ordinance to better control the disposition of garbage and refuse,! as provided in the proposed amendment filed with the Clerk. To the Chairman and Gentlemen of the Board of Supervisors: Your committee on Finance would beg leave to submit the following resolution and recommend its adoption to-wit :- WHEREAS, there Is not at this time sufficient money in the Treasury of McHenry County to meet and defray the ordinary expenses of the County, and it Is necessary at thltf time to provide a fund to meet all such expenses by issuing and disposing of anticipation warrants to be drawn against the County Tax levied in the year 1950 in the way and manner provided by the Statute of this State for the Issuing and disposing of warrants. BE IT RESOLVED by the Board of Supervisors of the County of McHenry that the County Treasurer of this County be and he is hereby authorized and directed to issue and sell as needed, anticipation warrants to an amount not to exceed $60,000.00 against the County Tax levied in the year 1950. but in no event shall the anticipation warrants Issued exceed 75 per cent of the ^mounts of the appropriation tax levied for the year 1950; that said warrants shall be issued as needed In the sum of $5,000.00 each and each bond to be so drawn so that the same shall d«iw interest at the lowest available rate not to exceed 2 3-4 per cent per annum from the time of its issuance until paid or until notice is given that said warrant is recalled for payment, which anticipation warrants are issued for the purpose of creating a fund from which payment of the ordinary and necessary expenses of said County may be paid. McConnell questioned the issuance of warrants at this time and asked for an explanation as to the necessity of issuing same. Supr. Cornue. Chairman of the Finance Committee, stated that the reason for the issuance of warrants at this time was that the Highway Fund was overdrawn and in the red, and that the General Fund would need some additional money within the very near future. Supr. Beck, Chairman of the Road and Bridge Committee, addressed the Board and stated that the Highway Department, at the beginning of the fiscal year, 'n debt to the extent of $30,000.00 and at the present- writing was overdrawn in the amount of $19,000.00, and that due to the large road program for this year money was needed to pay current expenses out of the 1950 levy, he outlined in detail the highway program and the roads under repair and construction. After some further discussion it was regularly moved by Supr. Wright and duly seconded by Supr. Foundations for Dwellings: All buildings or parts thereof to be used as dwelings or for human habitation hereafter erected In the County of McHenry, Illinois, shall be erected upon solid foundations of stone, brick, tile or conei'ete, and the footing shall not be less than four (4) feet below the finished surface of the ground. Concrete piers acceptable for one story frame dwellings that are occupied only from April 1st to October 1st. and also for open porches. Piers shall not be less than four (4) feet below grade. We have let several short gravel resurfacing Jobs on the State Aid System or Roads. The Schutt Bridge (Section 36 B-l M. F. T.) in the Town of Dunham let to K. M. Melahn Construction Company is now started, and the piles and footing for one abutment are completed. The grading and graveling on the Dunham Road known as Section 36 Si. F. T. are completed except in the near vicinity of the above mentioned Schutt Bridge. The Riley Road known as Section 37 M. F. T. is underway and all but one (1) mile of the grading is completed and the graveling has Just started. We bought the gravel from Floyd M. Griebel of Marengo, Illinois. at twenty (0.20c) cents per cubic, yard. The stripping of the pit has already been done by Griebel. The Illinois Northern Utilities Company has requested permission to trim trees under their transmission line along State Aid Route 20, McHenry Countv. Illinois. We recommend that said permit be granted. We have received from motor fuel tax funds rental on County owned machinery included in the above report $48.02--Patrol Section No. 2-- Maintenance, $1861.93--Section 36 Construction, $3SS8.37--Section 37 Construction, $148.47 -- Check No. 96550 from the State of Illinois for State Gas Tax Refund on 4949 Gal. of Tractor Gas, and $122.11 -- Check No. 94 from Dunham Township for work done on Township Road by County man and Cat. D. 8 and Scraper. We have turned all of the above amounts over to the County Treasurer for the County road fund, which said sum is hereby re-appropriated for road purposes including the repair, storage and purchase of road machinery or for improvements for buildings to house machinery. Your committee estimates there will be necessary for the care of the McHenry County, Illinois, patrol system of roads an appropriation from the County highway fund in the sum of $10,000.00 until the next meeting of this Board. WITTMUS Road and Bridge Committee McHenry County, Illinois A Bridge Petition of the Highway Commissioner of Hebron Township, for the construction of a new bridge at the site of the Nichols Bridge in said Township, was presented and read to the Board, to-wit: P B T I T I O V To the Board of Supervisors of McHenry County, Illinois: The undersigned Commissioner of Highways for the Town of Hebron in said County, would respectfully represent that the Bridge known as the Nichols Bridge on the public highway near the line between Section 6 and 7 in said Town of Hebron over a branch of the Nippersink Creek for which work the Town of Hebon is responsible, is failing. The cost of said Nichols Bridge will be $12,000.00 that the population of said Town is less than 15.000 that the cost of said Bridge will be more than 4 cents on the $100 valuation on the latest assesment roll, determined by the County Board of Review, and that the levy of road and bridge tax for two years last passed in said Town was in each year for the full amount allowed bylaw to be raised thereon for all road and bridge purposes, except for damages incurred in laying out, altering or vacating roads, or for ditcher to drain roads, the whole of which levy i« needed for the ordinary repair mi roads and bridges In said Town. 1 tition approved. Range 8 in suid Town Nunda over a branch of the F< River Creek for which work the Town of Nunda, is responsible, is failing. Sterne of Nunda Townshiw addressed the Board and stated thaW the Gates Bridge was in very bad shape and had no railings, and was in a very dangerous condition, and something should be done at once. Supr. Cornue of Hebron Township suggested that some program be Instigated for the maintenance of County and Township Bridges that there were many bridges in the County that had never been painted and many of them had never been painted since they were built. After some further discussion concerning bridge matters it was regularly moved By Asst. Supr. McConnell and duly seconded by Supr. Mackeben that the prayer of the petition be granted, aitfl> that the Chairman of the Board b»® authorized to appoint a committee of three Supervisors, and they together with the County Superintendent of Highways to have full charge of the construction of the new bridge. And that all plans and specifications for said bridge be prepared! by the County Superintendent of Highways. And the roll being called, Suprs. Ruth, Wright, Wittmus. Beck, Coy, Slavin, Dunning, GUSnn, Mackeben, Aavang, Cornue. McConnell, May, Schmitt, Sterne and Asst. Suprs. .Maxwell and iMcCon-. nell voted Aye. Nay None. And the Chairman declared the motion unanimously carried and the Petition apA proved. The Chairman then appoint™ ed to act as such Committee, Suprs. Dunning and Cornue and Asst. Supr. McConnell. The first named to be Chairman. A plat of Sunnyside Estates, Cnlt No. 4, in McHenry Township properly certified was presented to the Board for approval. It waa thereupon regularly moved by Supr. Schmitt and duly seconded by Supr. Glenn that the plat be approved, and the Chairman declared the motion unanimously carried. The Clerk presented lists of claims against the County and upon motion of Supr. Mackeben and duly seconded, by Supr. Coy and declared carrieift the said claims were referred to the proper committees and the Board adjourned to 1:30 o'clock P. M. for committee work. • 1:30 O'CLOCK V. K. Board met pursuant to adjournment and the roll being called by the Clerk the same members responded to their names as appeared of record in the morning session, constituting a quorum present.
