Illinoie statutes specify four-year terma for justices, beginning in 1897. Since that year there have been thirteen terms of four years, with two years left over. Thus, Elliott held, the thirteen justices actually were elected to fill vacancies e piring in April, 1953. May 18, that was a huge success.
