6, -PLAINDEALER- DECEMBER^ 13, 1967 Official State Seal History, Use Explained With the official opening of the Illinois sesquicentennial year it is interesting to note the history and use of the official State Seal, Secretary of State Paul Powell said this week. As Secretary of State, Mr. Powell is the keeper of the seal, and no document, such as a Governor's Proclamation, Cor- ^fccgration Charter or Notary Public's commission, is official without it.
