6, -PLAINDEALER- DECEMBER^ 13, 1967 Official State Seal History, Use Explained With the official opening of the Illinois sesquicentennial year it is interesting to note the history and use of the official State Seal, Secretary of State Paul Powell said this week. As Secretary of State, Mr. Powell is the keeper of the seal, and no document, such as a Governor's Proclamation, Cor- ^fccgration Charter or Notary Public's commission, is official without it. Reproduction of the seal may be used for editorial purposes, but it cannot be used in any manner for commercial purposes such as advertising, Secretary Powell said. Approximately 300,000 visitors a year are conducted through the Secretary of State's! office to view the official Great Seal. The first seal used for official documents in. what is now Illinois was that df 1788. ft was known as "The Seal of the Territory of the U.S.N.W. of the Ohio river." The words were within two concentric circles. The center of the seal showed a river, on which were two canoes, with woodland showing beyond the river. There were three more seals created and used before the present seal was adopted in 1868. In 1800 when the Indiana territory, which included Illinois, was created, a new seal was needed, and again in 1809 when the Illinois Territory came into existence. When Illinois gained statehood in 1818, the second session of the First General Assembly decreed on Feb. 19, 1819, that it was the duty of the Secretary of State to procure a permanent State Seal, as was to be 'agreed upon by the Governor, Shadrach Bond, and the Justices of the Supreme Court. The previous two seals duplicated almost to the letter, first the Northwest Territory seal, and then the Great Seal of the United States. The new seal followed its predecessor and was another duplication of the United States Seal. The only difference in the seal of 1819 and that of the United States was the elimination of the "E Pluribus Unum" and the addition of the State motto, "State Sovereignty - National Union." The Seal of 1868, whichis still in use, was designed by Sharon Tyndale, then Secretary of State, and is a radical departure, from its predecessor. The shield ho longer adorns' the eagle's breast, but is in a tilted position on the ground; the arrows are gone and the branch bears little resemblance to the original olive branch; the eagle is sitting on a boulder in a prairie, and a rising sun shines on a distant horizon. The only thing that remains unchanged is the scroll and the wording on the scroll.
