April 23, 1969 TAKE PRIDE IN McHENRY ;J FOR COMMUNITY { I BEAUT IFICAT ION (by beautification council) There are many facets or elements of community development, but we all must agree that the physical appearance of our community gives the visitor, the industrial or business prospect, the prospective resident and the passing * "" tourist his first . impression. Rightly or wrongly, he "sizes you up the way you look", and it must be added that the first impression is often the most lasting. More significantly, a clean, orderly and well-groomed city reflects healthy citizen attitudes, community spirit and ' pride. Any investment of money, time or energy in improving the looks of a community is bound to pay grand dividends. In that spirit, the Chamber of Commerce has agreed to cooperate with the Beautification Council in spearheading a " Take Pride In McHenry" campaign, May 5 through 17. The city has agreed to sponsor a free daily trash pick-up. Details will be announced later. Here's what you can do. More than donning a white apron and grabbing a broom for the photographers, take a look at your own establishment. Are you proud of what you see? If not, clean-up, paint-up, fix-up, and lastly if there is room, why not plant a tree or shrub? no one ever seems to replace cut down trees. Perhaps even red petunias (we're pushing that color this year) they are inexpensive and require little care. If you build or remodel, consider the attractive wood and wood shingle motif used in many new buildings around town. And don't forget to leave room for trees and planters. There is nothing more unappealing than an unadorned building surrounded by a barren asphalt parking lot. Show you support the campaign by signing a pledge and getting your Beautification council window sticker at the Chamber of Commerce office or call 385-1386. Use the beautification symbol in newspaper ads and if you have a billboard, display the "Take Pride In McHenry" slogan. Most important, support the comprehensive city plan. McHenry will never again be the charming, sleepy little town that was so appealing a few years ago. If the predictions are correct, it will grow to more than forty thousand during the next two decades. Help it to grow gracefully. McCLORY REPORTS rom Washington A constitutional proposal to lower the voting age to 18 is not likely to receive favorable action in the present session of the Congress. Many practical' reasons prompt this conclusion, notwithstanding strong evidence to the effect that 18- year-olders are both mature enough and intelligent enough to be trusted with the right to vote. Indeed, the late President Dwight Eisenhower , whose passing the nation continues to mourn, wafs a staunch advocate of lowering the voting age to 18.' This policy was adopted by former President Lyndon B.Johnson who delivered a strong supporting message to the Congress as late as last year. Americans at 18 years of age are adults for most purposes. They are treated as adults in most courts of law and are held responsible for their acts. They are generally eligible to marry and to execute binding contracts. Of course, they are the most sought after Americans for the bearing of arms. At 18, most young Americans have graduated from high school and are frequently better informed than many older Americans. Several states have granted the right to vote at 18, including the state of Georgia in 1943 and the state of Kentucky >'n 1955. i\o difficulties attributable to these young voters have occurred in either of those states. But the efforts of a number of states to lower the voting age to 18 have been noticeably unsuccessful in recent years.The states of Missouri, Oklahoma, North Dakota, South Dakota, Idaho and HOTROD TRACTORS Hotrodding has moved out of the city to the American farm. The tractor pulling contest at the 1969 Illinois State Fair, in fact, may include hot rod tractors which sport aircraft engines. So popular have tractor pulling contests become, the state fair version will last three days this year instead of the two days of prior years. Competition will begin at 1,0 a.m. Tuesday, Aug. 12, and end sometime Thursday, Aug. 14. First place for each of the three classes -- stock blocks rodeo and open -- will earn the winner $200 and a trophy. Second place, brings $150; third, $100; fourth, $75; fifth, $50, and sixth, $25. ITEM: Food expenditures in 1969 are expected to increase, but not at the same rate as in 1968. Michigan have all rejected proposals to lower the voting age. In addition, just a few weeks ago, the Maryland legislature rejected a similar proposal to lower the voting age. If a recommendation should ba presented to the Congress by President Nixon, the measure would come to the House Judiciary committee which is headed by Congressman Emanqe 1 Celler of New York -- an outspoken opponent of lowering the voting age. Congressman Celler's arguments are of special significance because, as chairman of the committee, he is able to wield great influence on legislation to be considered and acted upon. In expressing his opposition, Congressman Celler declared recently: "When we consider how easily the adolescent is inflamed, how passionately he attaches himself to 'causes', how imperative it is for him at that age to see in patterns of black or white without shadings lest he falter in his commitments, we can readily understand why the demagogue, and the dictator, and the hypnotic orator have been able, historically, to capture the youth of the land. Witness the regimes of Hitler and Mussolini. There are sound psychological reasons why the age of 21 has been considered the begirinirife of maturity." In the light of numerous riots and disturbances on our college campuses in which mostly nonvoters under the age of 21 have been involved, it is more than likely that Congressman Cel-- ler's position will be even more persuasive. While the disruptive campus radicals may be but a small minority of the total under 21 college population, their effect on the Congress could be the fatal blow to a long-sought desire for citizens between 18 and 21 to express themselves through the ballot box. Public opinion polls have shown a general increase in favor of lowering the voting age. In 1967, 64 percent of those polled were in favor of lowering the voting age to 18. But strangely enough, no marked eagerness has been expressed by the youngpeople themselves. Older Americans may be m i l d l y e n t h u s i a s t i c a b o u t lowering the voting age to 18.
