APRIL 25, 1969 Parmer Who Has Crops Sprayed Should Tate Legal Precautions The farmer wbo decides to spray his crops with pesticides after spring planting, or at asy time, should take certain precautions to avoid some legal problems, advises the Illinois State Bar association. The association said the former who has his crops sprayed, as well as those who perform the spraying operation, fan be hfeld liable for any damto crops or livestock of neighboring farmers. The ERA added that farmers who employ aerial spraying techniques should be especially wary since a court has ruled that spraying by airplane is inherently dangerous and hazardous. The Illinois legislature afforded the farmer some protection against faulty spraying techniques by passing, in 1965, a law requiring professional sprayers to be licens^ by the State Department of Agriculture. Under the law, any applicant for a license must be examired by the department and must demonstrate that he possesses adequate knowledge concerning "the proper use and application of pesticides, the dangers involved and the precautions to be taken in comection with their application." Hie careless or negligent sprayer is subject to the loss of his License. The licensing law does not apply to the farmer who sprays his own crops or those of no more than two other farmers," in any one year. But licensed" or not, the fanner may be held liable for arc- damage his spray ing does to the property of others. The farmer who hires a licensed professional .sprayer should demand a written contract, the KBA urges. Among other things the contract should specify the time and number of treatments, the chemicals to be used, the rate of application, and the price and terms of payment, It should also contain provisions to protect the farmer against liability for injury to the crops and livestock of adjoining owners. In St. Louis a $25,000 house offers a 13'x20' master bedroom with space for a couch and chairs, a fireplace and sliding glass doors to the terrace. The bedroom has come a long way from the- time when it was thought of only in terms of sleeping. Now it has acquired an aura of status once enjoyed only by other parts of the house. Very nice for people who are building or remodeling, you say, but I'm stuck with the same old bedroom. Take another look at that same " old bedroom and see what some imagination mated to some fundamentals will produce. First of all, the size. Most master bedrooms in houses and apartments were designed to hold two twin beds. A kingsize bed requires less space than two twin beds. If the window and door placements are good, a 12' x 14' room will hold a king-size bed plus the customary furniture nicely. The thing to do is to try grouping the remaining furniture according to your interests. You'll be surprised how Ifasily a grouping will impart a living room or den atmosphere to the room, even though the bed is only a few feet away. Even though the extra space for sleeping in a king-size bed can make all the difference in the world for comfort, the amount of extra space it will take -- five to nine inches in depth and two feet in width -- will not inhibit adding waking functions to the typical bedroom. Something that won't take any space at all and which can have a very significant effect on your satisfaction with your living-bedroom is color. Color can definitely create the feel of space and openness. The cool colors such as green &nd blue have a tendency to make walls seem to recede. A monochromatic color scheme can strengthen this feeling, and then you need add only a few splashes of bright shades in accent pieces. V By GERALD ANDREWS A Helping Hand for Feathered Friends If you decided to feed the birds in your backyard this winter, 1 hope you haven't gone back on your decision . . not unless you're sure they have an alternative supply source. There's a cause-and-effect relationship here that the most committed bird lovers frequently overlook. Namely, that once your feathered friends recognize you as a friend -- or at least a chef in residence -- they come to rely on you. Whether you hang a suet bag on the backyard elm tree or s c a t t e r s e e d on a w i n d o w shelf, you tempt them to expect a meal each time they return. If the expectation if fulfilled often enough, they may give up searching for food elsewhere in the district. So, a sudden end to the freeloading can leave them worse off than if you had never fed them at all. Much of this thinking depends, obviously, on where you l i v e . The b i r d s of t h e Southland may be pretty well off when their cousins of the Great Plains are struggling to Time To Spare - Retirement Adviser / find sustenance in the storms of March and even April. The moral is, tailor your handouts to the environment . . . also to the species you're dealing with. The cardinal, to my mind the most beautiful bird in my area, sticks around all through winter. Yet, it appears to have special problems in finding food when the thermometer plunges downward. 1 can always count on cardinals turning up at my feeder at such times. And they're usually ravenous for the grubstake I have waiting for them. In fact, they plainly consider the feeder their pri-. vate property, so readily do they settle down for a meal the moment I'm out of their way. But don't get the idea that this is any big operation. My weekly bill for birdseed and other eatables doesn't run very high. After all, there are other bird lovers in the neighborhood. I acknowledge an obligation to keep the provisions coming. But "obligation" is hardly the word. It's a distinct pleasure to have "my" cardinals as my guests.
