The United States Congress will be the scene of historic debates when it considers Pres­ ident Nixon's proposal for "revenue-sharing" later this year. The revenue-sharing meas­ ure represents a trend toward decentralization of government - the first trend in almost 30 years. In urging the Congress to authorize a return of a por­ tion of federal revenues to the states, the President has em­ phasized that there must be "no strings attached". The Administration plan has been developed by Dr. Arthur F. Burns, noted economist and counselor to the President. As described by President Nixon, it would authorize one-sixth of one percent of total federal rev­ enues, or approximately $500 million, to be distributed to the states and local governments beginning in 1971. This figure would increase to one percent of Federal revenues, or more than $>5 billion, by 1976. The formula for distribution of funds would be based pri­ marily on population, with the larger states receiving the greater portion of the allocated funds. However, those states which themselves assume a large measure of responsibil­ ity would be rewarded with a bonus. For instance, New York's population would entitle it to receive $93 million during the first year. But since that state's revenue effort is better than the average,; it would receive a $15 million bonus -- or a total of $108 million. Illinois' reven­ ue effort is below the average and this would result in a small­ er federal payment than the state's population would indi­ cate. A few objections to the rev­ enue-sharing plan have been voiced. Former Congressman Thomas Curtis of Missouri has contended that it is wrong in principle to authorize funds to be expended by a unit of gov­ ernment other than that which produces the revenue. However, the revenue-sharing plan is de­ signed primarily as an alter­ native to the continued prolif­ eration of so-called "categor­ ical" grants-in-aid. The spon­ sors of the revenue-sharing plan argue that the Federal government has gained control of major sources of tax rev­ enue but that local governments can administer funds for local purposes more wisely than a remote bureaucracy in Wash­ ington. The revenue-sharing plan has been received enthusiastically by most governors, mayors and county executives. According to Dr. Burns who formulated the Nixon Plan, the Administra­ tion' s revenue - sharing pro­ gram constitutes an * historic break-through" that will help "simplify government and re­ turn to the states and local­ ities the power they once had." This is the objective of the Nixon proposal for revenue- v sharing. This is the issue which will soon come before the Con­ gress of the United States.
