Members of the I nited States Senate threaten to debate be tween now and Christmas eve the comprehensive Tax Reform Bill which was passed almost four months ago by the House of Representatives. While the House of Repre sentatives had revised substan tially the special tax treatment of capital gains ( whereby cap ital investments held for six ^ months were subject to a max imum 25 percent rate) the Sen ate appears determined to re tain the existing provisions. The Hoi^se of Representatives voted to substantially remove the tax exempt status of state and municipal bonds. Again, the Senate Committee in its Re port would annul this House ac tion. Other controversial provis ions, including the requirement to pay tax on the appreciated > value of gifts, have been knock ed out of the bill as report ed to the Senate. Likewise, the effort of the House to impose taxes at ordinary income rates on deferred payments to com pany executives has met oppo sition in the Senate. Numerous other provisions including: a) taxes on founda tions, b) taxation of income from unrelated business activ ities carried on by church and other charitable organizations and c) the extension of head of household status to single persons over 35, are modified in the Senate bill. In addition to the differences in these broad areas of tax reform, the most heated de bates will undoubtedly center upon an amendment by Senator Albert Gore of Tennessee to increase the deduction for de pendents from $600 to $1,000 per year. According to the Treasury Department, this would result in a total loss of tax revenue to the Treasury of more than $12 billion per year. In the course of the heated debates on the tax bill, the or iginal objectives of this mea sure seem sometimes to have been lost sight of.
