If I could talk I'd Urge Heart-Healthy Resolution For '75 For residents of McHenry who haven't made their New Year's resolutions yet, the McHenry County Heart association has a suggestion: Resolve to reduce your risk of heart disease by taking better c^re of your heart. -Richard J. Szura, president of the McHenry County Heart association, says the best way to begin is by getting a com­ plete medical checkup. "Your doctor can tell whether you're a candidate for heart attack or stroke. And he can prescribe the preventive measures you and your family should take to reduce your risk." An estimated twenty-eight million Americans have some form of heart and blood vessel diseases, the leading cause of death and disability in this Country. They result in more lan one million deaths every ^ear. ."Many heart attack deaths could have been prevented," Mr. Szura said, "if the victims or their families had known and recognized the early warning signs of heart attack." With Annual Auto Licensing An Advisory committee for Motor Vehicle Registration and Titling Matters, appointed by Secretary of State Michael J. Howlett, has recommended Illinois stick to annual, instead of multi-year license plates unless the cost becomes too high. The committee was ap­ pointed by Howlett in March, 1973. Chairman is William H. Morris, of Chicago, director of the National Conference of Bar Examiners. On other issues, the com­ mittee recommended: 1. If production and distribution costs of annual plates become excessive, a two- year plate be issued with the fee for both years paid at once. 2. Uniform renewal of all auto license plates at the same time of year be retained, instead of a staggered issuance. 3. All automobiles should pay the same license plates fee, regardless of horsepower, weight, seating capacity or other characteristics. (This recommendation was questioned by Secretary Howlett. He said he would seek further advice from fuel con­ servation experts. He per­ sonally felt cars which burn more gasoline per mile should pay a higher license plate fee than the smaller cars with better mileage.) 4. The fee for transfer of registration from one car to another be raised from $2 to $5. 5. Two plates continue to be issued for each car - front and rear. 6. No county or other local area designation be made on state plates. 7. Motor vehicle title and registration information be combined into a "Regititle" format (already implemented by Howlett before the com­ mittee's report was issued). 8. If a validation system should become necessary for future multi-year license plates, a tamperproof decal or sticker of adequate size should be affixed for both plates. The committee said the stickers or tabs, about a square inch in area now used in other states, are too small. Thirty-five states and the District of Columbia now use multi-year license plates, varying from two to five years. Eight others using annual plates in 1974 have authorized multi-year plates in 1975. Illinois is one of seven using annual plates and not planning to switch next year. The committee said multi- year plates would save money but would make enforcement more difficult. The annual system replaces worn or illegible plates, while updating the vehicle in­ formation record. States which use multi-year plates generally charge an annual fee anyway. It is publicly acknowledged by the little tabs or stickers fixed on the plates. But the iden­ tification or serial number can be read only at very close range. A police officer trying to judge if a license plate is up-to- date has to look closely to tell from a tiny tab. If registration periods are staggered, the officer must always watch two sets of valid license plates; those not yet expired and those just renewed. In Illinois, the renewal period is limited to five months late in the calendar year and early the following year. If the renewals were staggered, so one-twelfth of all the cars were registered each month, the Secretary could handle the work with a uniform number of permanent em­ ployes instead of a smaller permanent staff and larger temporary staff. Here, again, money would be saved, bul at the expense of enforcement. Illinois and Missouri are the only states which now charge for auto license plates ac­ cording to horsepower. Illinois' fees are $30 for cars of 35 hp. or more, and $18 for less than 35 hp. Twenty-four states set fees by weight, 22 set a flat fee for all. Idaho charges by age of the car; North Carolina and Wyoming, by seating capacity, and Oklahoma by the price of the car. The committee said the relative benefit to an auto driver using a roadway is not usually related to physical characteristics of the car. The Heart association president cited other risk factors that can lead to heart attack and stroke. They include high blood cholesterol, cigarette smoking, a diet high in saturated fats and cholesterol, stress and a lack of exercise. He concluded. "Living a heart-healthy life isn't a hard resolution to keep. All you have to do is make a few moderate changes in your lifestyle, such as having your blood pressure checked regularly, stop smoking cigarettes or at least cut down, eating foods low in saturated Tats and cholesterol and getting regular daily exercise. "As part of your new, .heart- helping lifestyle," Szura continued, "resolve to make a generous contribution when a Heart fund volunteer visits your home in February, designated as American Heart month."
