Utility taxes imposed under state or local law are not deductible if the rate differs from that of the general sales tax in your area. Q. I bought a new car re­ cently for personal use which developed so many mechanical problems that I had to get rid of it. I traded it in for less than what I paid. Is this loss deductible? A. No. A loss from the sale or exchange of personal pro­ perty is not a deductible loss, unless it results from casualty or theft. However, don't forget that your state or local sales tax on the purchase of your new car or the part of the tax you paid that is equal to the general sales tax is deductible from your Federal income tax. Q. Don't I have to show exact amounts to the penny of deductions, income, etc., on my tax return? A. No. Taxpayers may round off such amounts to the whole dollar. This means that you may eliminate any amount less than 50 cents and increase any amount from 50 to 99 cents to the next dollar. Q. How can I determine whether to use Form 1040 or 1040A to figure my tax? A. Generally, the Short Form 1040A is used by a person who does not itemize his deduct­ ions and whose gross income consists only of wages, salary, tips, and dividend income or interest income of $400 or less. But, taxpayers who have other types of income, gains or losses from sales or exchanges of capital assets, investment tax credit, sick pay exclusion, etc., should use Form 1040 and the appropriate schedules to determine their tax. President Ford has sen{ Congress a compre­ hensive economy-energy pro­ gram, and Congress now has a responsibility to make de­ bate on the program an intel­ ligent dialogue rather than a partisan battle. To encourage energy con­ servation and reduce our dependence on foreign oil, the President has proposed a $30 billion tax plan which in­ cludes an increase in the import fee on crude oil, excise taxes on domestic oilj and an end to the control of domestic oil prices. These proposals are the lightening rod of the President's economy-energy program. The President deserves praise for his bold and com­ prehensive plan to attack the triple-headed monster of in­ flation, recession and energy dependence. Until Congress passes alternative energy- conservation laws, I will oppose any effort to delay implementation of the Presi­ dent's increased import fee on crude oil. A vote for delay is a vote for inaction. The time for rhetoric about ener­ gy conservation has past. In my judgment, however, the President's energy-conser-1 vation plan is too cumber­ some and inequitable. Increas­ ing the import fee on crude oil and imposing an excise tax on oil produced in this coun­ try will raise the price of thousands of products because fuel to run factories, farms, airlines, railroads and trucks will be more expensive. Eventually, this added ex­ pense for production and transportation of goods will show up in the supermarket, ,the clothing store and the drug store. Family budgets already stretched to the breaking point will be stretch­ ed further. The President's plan will increase the cost of heating oil and natural gas. Consum­ ers must pay to heat their homes, no matter how high the price of fuel goes. They can only set their thermostats so low. And more expensive heating oil and natural gas would be especially serious for consumers in sections of the country where the winter- is severe. The President says his on- ergy-conservation plan would cost the average American family $345 a year. Inflation may go as high as 12 pecrent this year because the plan would increase prices for thousands of products. I believe the President's en­ ergy-conservation plan misses a great opportunity to nail the real energy thief: the automobile. We should attack this thief head on and impose a 20-cent-a-gallon gasoline tax this year and a 30 cent-a- gallon tax next year. I know that would hurt. But it would avoid increasing your heating, grocery and clothing bills. It would attack our energy problem where we can achieve the greatest conser­ vation--at the gasoline pump. The President has been adamant in his position to an increase in the gasoline taxes or gasoline rationing. I agree that rationing would be un­ fair, difficult to administer and could lead to serious abuses. For these reasons, I oppose it. The tax would cost the average American family $70 this year and $90 next year, after re­ bates. A recent Harris Survey showed that consumers pre­ fer a 20-cent-a-gallon gaso­ line tax to the 11 cent-a-gal- lon increase in the cost of gasoJme and fuel oil that would result from the Presi­ dent's plan. They fear that industry will raise prices across the board to defray the increased cost of foreign oil. Realizing that some tax is needed to cut consumption, they prefer a gasoline tax so the price increase will be restricted to one product. I have offered the gasoline tax proposal in Congress as an alternative to the Presi­ dent's import fee and excise tax. I believe it is more equit­ able and speaks more directly to the energy-conservation challenge. * * * * Successful living, which few of us acquire, depends upon simple things.
