Bolger, president of the McHenry State bank, recently appeared before committees of both the U.S. Congress and the Illinois Legislature to testify on pen ding legislation. Bolger, as Illinois director of the Independent Bankers Association of American, appeared in Washington with four other members of the IBAA in support of a bill in troduced by Senator Proxmire which would impose a two-year moratorium on the develop ment of Electronic Funds Transfer system. The in- •dependents testified that inasmuch as the Congress had already authorized a two-year study commission, it was only logical to impose a moratorium to assure the most prudent means for orderly development of a workable Electronic Funds Transfer system. In addition to Senator Mclntyre, the chairman from New Hampshire, other prominent members of the committee include Senator Proxmire of Wisconsin, Senator Brooks of Massachusetts, Senator Stevenson of Illinois and Senator Tower of Texas. The local banker also ap peared before the Illinois Senate Finance committee to testify in opposition to Senate Bills 25 and 26. These bills would have authorized banks in Illinois to branch a distance of * twenty-five miles from their - home office . and also would have authorized multi-bank holding companies. Bolger, in his statement before the committee, noted that there r was no absence of competition in McHenry county, with six teen banks and eight savings , and loan association offices with an approximate population of 120,000 people. He further stated that the local home-owned bank can do a better job for the community than can a system of state-wide branch banks. He cited the number of mortgage loans made in McHenry during the tight money situation and asked the committee to com pare the records of the com munity bank with that of the money center banks when it came to taking care of the home owner or the consumer. Both bills were rejected by the committee, the branching proposal by a vote of 7 to 6 and the holding company proposal was defeated by a vote of 8 to 5. The latest reports are that the sponsor will ask the full Senate to override the Finance com mittee recommendations and ask for consideration by the full Senate April 9.
