Scott Rising gasoline prices are bad enough. But when we see what appears to be a bargain price per gallon billboarded at the curb entrance to a gas station...only to reach the pump and discover that will ail the taxes added, the price per gallon is considerably higher - that's infuriating! The price with the taxes is legal, of course. But the manner of advertising it isn't -- or won't be in Illinois after Oct. 15, 1975. Enough citizens apparently were upsej by this gasoline price advertising practice that the Illinois Department of Agriculture, which enforces weight and measure legislation, ruled that all displayed or advertised gasoline prices must equal the price stated on the gasoline pump. But three oil companies went to court to seek an injunction to keep the I D A. from enforcing this ruling. The legal haranguing could have taken years. So the Attorney General's office, the I D A., and the three oil companies worked out an agreement which was filed in Cook County Circuit Court on August 20th. Under this agreement, which becomes effective October 15th, all gasoline retailers in Illinois may advertise gasoline prices ONLY in one of the following two ways: 1. They may display a price per gallon that equals the price REAL ESTATE llTTHlllllllllllllllllllllllllllllllllllllllllllllllll^ per gallon shown on the gasoline pump and is marked "ALL TAXES INCLUDED." 2. Or, they may display a price per gallon which includes only the federal excise tax and Illinois motor fuel tax. HOWEVER, the words PLUS SALES TAX," and the TOTAL AMOUNT of that sales ta», and Regional Transportation Authority tax, if any, must be displayed below -- clearly and visibly. (If the sales tax is listed separately, as in choice number two, the letters and numerals on such designation MUST BE SOLID BLACK ON B R I G H T Y E L L O W BACKGROUND AND MUST MEET A MINIMUM HEIGHT AND WIDTH REQUIREMENT (For example, if the height of the price numerals without sales tax is twelve inches, the minimum height of the added tax must be one-third of that, and the minimum width of each letter three-eighths of an inch. A graduated scale regulates height and width for larger displays.) It is up to the gasoline dealer to choose from the two options above how he or she wishes to display gasoline prices. And it is up to each consumer to read each displayed price sign carefully. There still can be a difference between the large-letlered price per gallon of gasoline displayed at the curb and the small-lettered total price per gallon shown on the pump. But from Oct. 15 on, the gas dealer will have to TELL you there is a difference, and exactly how Police Tickets John H.
