It's been over a year since the Internal Revenue Service began solving special tax problems through a program called Problem Resolution. Dubbed "PRP" for Problem Resolution Program, the new office was created to help taxpayers obtain action on problems they are not able to settle through normal IRS channels. Over the past year, more than 50,000 taxpayers have called or visited PRP personnel in order to solve seemingly unsolvable problems with the IRS. Many of these taxpayers were concerned about such things as the status of an audit or where an account stood in the collection process. Problems with refund checks also ranked high on the inquiry list. Although the difficulties handled by PRP varied, most had one thing in common - they were questions usually settled through normal channels, but for some reason these channels had broken down. The break­ downs weren't frequent, considering the number of contacts IRS personnel make with taxpayers every year. But they were frustrating to the taxpayers who were tangled up in one of the procedural failures. Generally, the reasons for the breakdowns are pretty basic. There are over 85,000 people working for the Internal Revenue Service. Most of these persons deal directly with taxpayers-answering questions (28.5 million last year), helping with tax returns, auditing their returns, and collecting delinquent taxes. The sheer numbers themselves mean human error will occur -- such as losing a request for action, or giving out wrong information. It's inevitable. Sometimes lines of com­ munication fail. To make matters worse, IRS employees deal with technically complex subject matter - namely, taxes. One of these islands is Conta- dora, so named because it was the place where pearls were counted and sold, now the site of a posh new resort hotel. Native lasses are still as abundant as ever, but today they spend more time sunning in bikinis than diving for oysters. The Contadora Hotel is a 150- room facility which attracts honey­ moon types and vacationers who seek something different than the usual Hawaii or Miami Beach vaca­ tion The place is a jewel. It has a sporty par-three golf course, tennis courts, a beautiful pool, miles of palm-lined beaches, and all of the other amenities of a tropical resort. Lacking, however, are brass bands, honking horns, neon lights, and other "civili/ed" do-dads. Conta­ dora is the place to get away from it all As a south seas paradise it lives up to the nice things that people are saying about it When I visited Contadora re­ cently. I found the fishing as inter­ esting as girl watching and spent most of my time exploring the an­ gling potential of this island group. We used light casting outfits and fished from 24-foot skiffs instead of larger cruisers. As a result we could get close enough to schools of Teeding fish to cast lure> into the melee. Strikes were usually instan­ taneous. and if three of us had lares in the water we had three fish on at the same time It was the best light tackle action I've encountered in a long time, and, as a result, I feel that Contadora will have wide ap­ peal for sportsmen as well as sun bathers. The principal species of fish taken in this manner are bonito, mackerel, amberjack. snapper, bar­ racuda. and an occasional big grouper which engulfs an angler's lure and promptly takes it away from him. Schools of dolphin make this light tackle angling even more sporting, and big wahoo have the capability of stripping all the line from small capacity reels. The key to a successful PRP program, of course, is that taxpayers go through normal channels first in attempting to resolve their problems. If such action fails, then the taxpayer contacts the IRS and asks for the Problem Resolution officer. One other point about PRP ~ it is not designed to handle such matters as the integrity of IRS employees, IRS hiring prac­ tices, disputed technical issues, or tax assessments or ad­ justments where the matter is under appeal.
