Ladd, of Wood stock, was named today to co- chair an intensive drive in a push for merit selection of judges in Illinois. Ladd, a Republican, and Democrat Chester T. Kamin, of Chicago, were appointed to co- chair the bi-partisan effort by the Committee on Courts and Justice. "We have targeted key legislative districts and initiated a huge communication program to educate the public," Ladd said. "We plan to demonstrate to the legislators that there is strong, solid support for merit selection in their home districts." The Committee hopes to obtain approval from both Houses of the Illinois Legislature of a Constitutional Amendment to establish merit selection of judges. They are aiming for a favorable vote by the end of the 1979 Legislative session so that the measure will appear on the general election ballot in 1980 Ladd, of 8219 Cyrstal Springs Road, Woodstock, is an at torney with the firm of Ross, Hardies, O'Keefe, Babcok and Parsons. He was a delegate to the 1969 Illinois Constitutional Convention and served as manager of George W. Lind- berg's successful 1972 cam paign for Comptroller of Illinois. Last year, the Committee proposed a Constitutional Amendment for merit selection of judges which was supported by Governor Thompson and a coalition of Republican and Democratic legislators. Gubernatorial candidate Michael Bakalis also supported the effort. Surprisingly, the proposal was passed by the House Executive Committee, usually controlled by the C h i c a g o D e m o c r a t i c Organization, which opposes merit selection.
