FEBRUARY 29.1980 U S D A P r o p o s a l Foreign Disclosure Rules May Be Changed „ Proposed changes in regulations governing the Agricultural Foreign In vestment Disclosure act - which would alter the reporting requirement for foreign investors - were announced last week by Ray Fitzgerald, administrator of the U.S. Department of Agriculture's Agricultural Stabilization and Con servation Service (ASCS). Fitzgerald said one change would raise from 5 to 20 percent the aggregate foreign interest in a com pany that would constitute "significant interest or substantial control," and make clear that when regulations refer to a "combination", they mean only a group of individuals or governments who are acting in concert. The other change would generally exempt all agricultural, forestry and timber land not exceeding 10 acres in the aggregate from reporting requirements. However, if products grown on these under-10-acre tracts yield annual gross sales of more than $1,000, the land must be reported to ASCS, Fitzgerald said. Schedule calls for pre print registrations to be mailed almost two months in advance before expiration date. If the applicant hasn't moved without notifying our office, the form should arrive by the tenth of the month prior to expiration date. No renewals were sent out in January or February of this year so no sticker required installation during the two oldest months of the year. Sticker renewals for 1980 are dark green. They must be placed on the upper left corner of the rear plate. All fees and new license expiration dates are printed on the pre-print application. This article is "Coping - Anger Following Divorce.") Anger following divorce, even the most "civilized" divorce, i? almost a universal feeling Since divorce usually implies a rejection of sorts, or at least a drastic change in feelings, the person who is being "rejected" invariably reacts with anger. The angry feelings are completely normal and can be dealt with. ' There is usually a period of time when the angry feelings are so intense they occupy the greater portion of every day. During this period it is usually necessary to express this anger in any way available; In the normally healthy person there comes a point at which they can use the thinking portion of their brain to do something about decreasing the effects of the anger, rather than con stantly feeding this feeling. If anger is nurtured and fed over a long period of time, it develops an insatiable ap petite and continues to grow. Instead of getting on with the business of living, the person spends more and 'more time looking for ways to express the anger, usually by "getting back" at the former spouse in some way. •i igs. The feeling of anger can dissipate over a period of time, but the solution must be a constructive one; revenge does nothing but escalate the conflict and increase the angry feelings. While it is important to talk out the feelings of anger, it is equally important to talk with people who can not only understand anger but offer alternatives to acting out the anger. Most important is to grow from the experience of divorce, to learn more about oneself. When a person reaches a point when the anger is gone and there is a sadness that the relationship is ended, that growth nas already taken place.
