If it is an average month for births in the United States, somewhere between 10,000 and 15,000 babies will be born mentally retarded. This is three out of every 100 births. Currently about 3 percent of the population of the United States, or some six million Americans are mentally retarded. These persons have an impaired ability to learn, which is often compounded by problems in social ad­ justment. The cause of this condition can occur before birth, during birth, or at any stage of the developmental period. Although some causes are still unknown, there are presently over 200 known causes of mental retardation. If all that is known in theory were to be put into practice, we would be able to reduce the incidence of mental retardation by one- half. From a purely pragmatic standpoint, most states would annually save hundreds of millions of dollars that are now being spent on the care of their mentally retarded citizens. Going on with the financial considerations, each American that is so severely handicapped that he can not work, will cost society another $700,000, his ex­ pected lifetime income. More important than a monetary savings, would be a savings in the area of human pain and suffering. We can each identify with how hard some particular learning or social encounter has been for us. For a retarded person, all learning and many social situations are overwhelmingly dif­ ficult. Because we have made significant strides in un­ derstanding that retarded people are not all alike, but have different abilities, needs and desires just like all the rest of us, recent focus has been on dein­ stitutionalization. Today, only a small number of in­ dividuals need intensified custodial care. Because of more and earlier education, many individuals formerly deemed dependent, are now self sustaining members of society. A good part of the funds previously allocated for patients in hospitals and residential facilities is now being used for rehabilitation services. An example is Pioneer Center's Vocational Rehabilitation Workshop. Through an extensive job training program, han­ dicapped persons are becoming gainfully em­ ployed members of the community. Even though tremendous advances have been made in the area of human services, there is much to be done in the field of mental retar­ dation. Without doubt, early intervention programs and rehabilitation service must be maintained, but new services and goals must be implemented. We must move toward reducing the incidence of mental retar­ dation. The President's com­ mittee on Mental Retardation and experts throughout the country have identified causes of mental retardation and outlined prevention methods. However, the task of carrying out these learnings cannot be left to the experts. Educators may educate and show the way, but if we are going to tangibly reduce the incidence of retardation, prevention has to be everybody's concern. For those in the child- bearing years, there must be a realization that the health of a future child will not only be affected by the mother's well being during the pregnancy period, but her general health and nutritional state prior to conception. Problems in this area are being compounded by the increasing number of teenage pregnancies. Often, expectant mothers in this age group try to conceal the pregnancy as long as possible. The consequences frequently result in an ab­ sence of prenatal care and proper nutrition during the baby's crucial develop­ mental period. • Other problems associ­ ated with teenagers, but certainly not limited to any age group, are those related to chemical abuse and tobacco. Preventing mental retardation and other developmental handicaps covers a large area. There are still many unanswered questions. The major point here is that there are over 200 known causes of mental retardation and many of these causes are totally preventable. Common examples include Rh blood disease, several metabolic disorders and com­ municable diseases such as measles, mumps and venereal diseases. Only a few points relating to prevention methods in pregnancy have been mentioned. There are many more considerations both during the pregnancy period and throughout the child's developing years. It must not be misunderstood, however, that prevention only effects those directly involved in having children and raising them. Scientists, health care providers, educators, legislators, and taxpayers must all direct their efforts to support the concept that preventing mental retardation is the job of every American. When this becomes a reality, our country will be a whole lot richer, not only in the area of doUars and cents, but from thfe human dignity and potentiajj>oints_of^view. NEW ACADEMY Illinois Department of Corrections Director Gayle M. Franzen announced the opening of a new training academy located in Burd Hall, 1301 Concordia court, Springfield. The new facility, which can ac­ commodate 196 entrants, will provide comprehensive training to correctional personnel. Although the academy will have an extensive curriculum, « the major emphasis will be on the training of correctional officers to staff the 13 adult c o r r e c t i o n a l c e n t e r s statewide.
