EEE rw WINNETKA WEEKLY TALK, SATURDAY, SEPTEMBER 5, 1925 17 POLICE CHIEFS ATTEND SCHOOL Chiefs Collins and Wilt- berger Like N. U. School Indications are that at least 200 chiefs of police of the United States and Canada will attend the special school to be started for them next summer at Northwestern university if present plans of the arrangements committee are realized. Morgan A. Collins, chief of police of Chicago, is chairman of the committee and is working with his fellow members to make the "chiefs' school" a real success. Co-operation by Northwestern university has been promised, it is officially announced. Upon the committee with Chairman Collins are the following well known chiefs of police: Chief H. E. French, Columbus, Ohio; Chief W. A. Wilt- berger, Evanston, I1l.; Chief Lee Heath, Los Angeles; Chief Constable Chris H. Newton, Winnipeg, Canada. This committee has been named by the International Association of Chiefs of Police, which recently held its an- nual meeting in Indianapolis. At that convention Chicago was named as the meeting-place of the chiefs next sum- mer, the date, however, remaining in abeyance. Before the dates for the Chicago convention are settled upon it 1s expected that the special commit- tee to complete plans for the chiefs' school will have so far advanced in its work as to warrant an announce- ment as to the time for the session of the school at Northwestern uni- versity. It is the feeling of the com- mittee that the school may well be held either just following or just be- fore the national gathering in Chicago. Chief Collins of Chicago and Chief Willberger of Evanston, the two Chicago-district members of the com- mittee, have held several conferences and have agreed that the chiefs of police themselves must indicate quite clearly what the curriculum of two weeks of special study should contain. Thus far, some of the suggested sub- jects have been the following: Suggested Curriculum ; Police administration and organiza- tion, criminal investigation, traffic con- trol and regulation, police records, re- ports and statistics, police methods, police education and instruction, crim- inal law, police administrative law. Chief Wiltberger of Evanston, a graduate of Chief Vollmer's school for police at Berkley, California, is an earnest advocate of the plan. "It is surprising how well the general plan for the school has been received among the chiefs of police of even our largest cities," he said. "One would think, off hand, that the old-time chief who had been battered and bruised through many years of actual experi- ence would smile with good-natured contempt over the establishment of this school. That, however, is not true. Best Chiefs Expected to Attend "We shall find most of the best chiefs of police of the United States and Canada at the Northwestern University school, unless my judgment is entirely wrong. Many already have expressed not only an intention to attend but want a hand in forming the curriculum. All of them desire the course of study and lectures to be of a practical nature and we shall see to that. Northwestern university's willingness to co-operate virtually insures success but it is our committee's big job to present to the university a clear program of instruc- tion, an estimate of the probable at- tendance, the amount of classroom space that will be required and similar information." President Walter Dill Scott has sug- gested to the chiefs that an arrange- SCHOOL OF 25th Season opens Sept. 14 OLUMBIA Clara Osborne Reed Director ment similar to that governing the special school for commercial secre- taries, held at the Northwestern Uni- versity each summer, might be agree- able to both parties and this is being studied by the chiefs' special commit- tee. Warren Agry, Billy Williams, Ed- win Keeler, and Henry K. Urion are keenly interested in the annual frolic and field day which the Eastern col- lege association of Chicago will stage at the Budlong Woods Golf club. A score or more college men of the vil- lage are planning to attend the affair in a body. Miss Betty Barber of 211 Church road, gave a farewell dinner last Sun- day, as she was leaving Winnetka that evening to attend school in the Fast. Among those present were the Misses Virginia Taylor, Ruth Shep- ard, Mary Forrest, Eleanor Popper, Lucy Jacobs, and Patricia Goodhue. --Q-- Mrs. Arthur Bonnet of 614 Cherry street, who has as her guest for a fort- night's time, her niece, Miss Letty Smith of Norwood, O. will entertain at a dinner in her honor at her home this evening for 10 guests.
