Crossley, 600 Wash- ington avenue, Wilmette secretary of Northwestern university law school, and chairman of the committee for criminal records and statistics, an- nounces the completion of this exten- sive research work in criminal statis- tics, and that committee is issuing its new book. While the expenses for this important compilation of criminal statistics have been borne by John D. Rockefeller, Jr., and the Laura Spell- man foundation, it is the plan of the federal government through the bu- | report, | reau of census to issue the Chairman Crossley states. "The census bureau heretofore has | compiled statistics for prisoners only once in ten years, but, beginning with 1927, will undertake to collect and pub- lish annual statistics based upon the scheme of records recommended in the report of the committee and contained in the hand book of instructions. This hand book will be forwarded by the director of the census to the state de- partments of the various states, to | wardens and superintendents of pris- | ons and reformatories, to hospitals for | mental diseases and institutions feeble minded and epileptics. "The bureau of the census is under- taking to collect and publish these statistics in response to a general de- mand for more complete and satis- factory statistics relating to crime and to criminals. One of the chief diffi- culties in dealing with the problem of crime in the United States has been the lack of complete and satisfactory statistics, and until such statistics are available those having the most to do with the problems of crime and crim- inology believes that there can be no effective method of dealing with crim- inal problems in any jurisdiction." Chairman Crossley added that in the new work the scheme for records in- cludes the courts, police and penal institutions, and is based upon a care- tul and detailed study of the few sys- tems of records now existing in the United States and the more complete criminal records and statistics of the British Empire. "It is believed that the plans of the committee and of the census bureau can be so developed within the next three years that at the expiration of that time, there will be available com- plete criminal statistics for every jur- isdiction in the United States," Mr. Crossley concluded. The University of Illinois is the third largest university in the United States having a total registration of 11810.
