"In supporting the Newton bill, which creates a child welfare extension serv- ice in the U. S. Children's Bureau, the league is once more maintaining its belief that the Federal government has a responsibility for public welfare in a scientific and educational program for the promotion of the health of mothers and infant children." Mrs, Alfred D. Kohn of Chicago, Chairman of the State Committee on Child Welfare, is in charge of the work on the Newton bill in Illinois. Mrs. Robert Van Leer Wright has been appointed a member of the Win- netka league delegation to the Cook County council of the Illinois League of Women Voters. Mrs. Wright will serve on the Cook County Schools committee. The Forum of the League of Women Voters has arranged an important con- ference on the subject "Where We Stand in Public Utility Regulation," on Saturday, December 8, at 2, in the Florentine room, Congress hotel. Three speakers of national reputation will present from their several view- points the real facts about such vital matters as Boulder Dam, Muscle Shoals, the government in business, Canada's municipally owned power plants, etc. The speakers are Mr. Don- ald Richberg, General Counsel, Na- tional Conference on Valuation of?Rail- roads, Mr. W. S. Vivian, Director Pub- lic Relations, Middle West Utilities Company, and Mr. Alvin C. Reis, Mem- ber of the Wisconsin Interim Com- mission on Water Power. Mrs. W.
