The August frests destroyed the barley crop, the staple food in Arch- angel. The extreme north crops have been spoiled by rains, uud straw from the thatched roofs is utilized for fodder. ' Cattle are dying by wholesale on the roadside. Various ministers have issued conflicting orders, resulting in utter chaos. The grants of seed corn have been stopped. Immense tracts of land- are lying waste, and a scarcity of corn is threatened in 1892. The cattle plague has broken out in many places. Pens- acts in Sojomky attacked some vcteri nary surgeons who had been sent to do». stroy infected cattle, and several Were. wounded in the skirmish. Clergymen are becoming beggars, and women are selling themselves to support their chil , dren. No work can be procured by. the' starving persons even on the Volga. The shares of the Steam Navigation Company have fallen heavily. The new loan will only be a drop in the ocean. A large budget deï¬cit is certain, and, to make matters worse, a million loads of rye promised by the governor of a neighboring province. on which the ministry had relied, do not exist. This discovery has caused great consterna- tion. The famine is expected to reach its height in November. The peasants threaten a revolution unless the carer gives them relief from private resources. Partial risings are reported in Yelrater- inoslty, Nijni Novgorod and Knsan. Not for centuries has such widespread distress been recorded. The trouble is chiefly due to the Government, which delayed action to relieve distress. The distress has been intensiï¬ed by an enor- mous number of unusually disastrous ï¬res. In many districts entire villages have been destroyed. The inhabitants, weak from lack of food, made no attempt to check the flames. The cattle plague has caused incredible havoc in these dis- tricts. Thousands of cattle perished and many families lost their only means of subsistence. What little food the peasants obtain is of the vilcst descrip‘ tion. In Saratoï¬â€ tho landowners made bread of mill refuse which injured cattle. and sold it to the peasants. The bread of ï¬nely chopped straw and bran, with a small quantity of rye, is considered a Godsend. In many districts the pose antry live on “hunger bread "; which is said to be made of dried dung, the powdered bark of trees and ground pig weed. Heavy rains have fallen and the ground is so soaked that potatoem are rotting. The price of potatoes has doubled. In 13 governments the people are completely famine stricken, and in eight or partial fumine prevails.
