The licensed hotel keepers had never in any former years endeavored to use solar time, and not until 18 days after the new regulm tions came into force did they attempt to do so. , Mix. Gibbons, who conducted the defence, said that standard time was _ 25,,minutes faster than solar time. Mr. Gibbons said that the regulations must be implied to mean legal time. He quoted another decision by Chin Baron Pollock, who decided that, no matter what the standard time was, legal time must be used in deciding; questions of law. Mr. McKillop then urged that 311'. Judgment was reserved until Monday. __...q_o 1 The EurOpean Situation. “Jacques St. Cere’ cables from Paris to The Herald :â€"-'I‘hc European situation continues to be dominated by German politics, and the efforts made by the Emperor and the empire show how grave the conditions are. Many other indications increase this impres- sion, especially in Catholic diplomacy. The different nuncios ot' the pope are all restless, as if some hint; of restlessness came from Rome. The nuncios relate that the Emperor William told the pope that he was determined to make war, as France was a danger to European monarchics. It does not accept the situation brought about by the events of 1870. Therefore war is inevitable. Consequently it would be better to make war now in order to seek to diminish as rapidly as possible the burdens weighing upon the people. The pope in relating the interview is said to have remarked :â€"f‘I pleaded with .him, I wept with him, I have not convinced him.” One proof to the truth of these reports is that since the interview with the emperor the pope has a mass said daily to turn away threatening evils. With "such symptoms it can easily be understood that the tone of international politics is not rose-colored. Another political factor is the ever-increasing friction between France and England. Every question between the two coun- tries takes 9. bitter aspect, especially in colonial affairs, in Madagascar and Siam, where France has a great deal to bother her just now, since it. has been proved that the natives receive ammu- nition and arms through the interme- diaoy of England. As to internal affairs, France is making ready for the elections.
