The situation in the newspaper world proves. at least. the sincrrity of' the alarmist. Tory press in pt'mnotlug a naval panic. This agi- tation and probably other causes havo already had an important effect. The ago it placed a large loan for naval construction purposes, but it has not. denied the report that orders have been sent this. week to five naval dockyards for the beginning of work immediately on four first-class battleships and one first-class cruiser. There is, of course, no thought. of Great Britain being the aggressor in the apprehended quarrel. The prophets of war profess to believe that. Russia and France will take ad- vantage of' any provocation to draw the sword against England, and will seek to crush her by a series of sudden blows .before Germany or the Triple Alliance can find an excuse for joining in the melee. They say that in spite of Eng:- land's professions of neutrality,~both France and Russia are convinced that she will on some pretext go to Germany‘s- assistance when the inevitable continent: al war breaks out. Therefore the new allies argue they might as well deal with England first and alone if possible. It is further argued that the wlole ten- dency of the French-Ruminn policy of the past six months has been clearly anti-English, and that only hostile inâ€" tentions can logically be ascribed to those countries. These reasons and arguments are all that are advanced in support of the war theory. These are, of course, inadequate, but it‘ any others exist they are well guarded. Not. a day passed this week without its fresh war rumors. . Most of them were denied almost as soon as printed. Others are not worth denying. It has been France against Italy, Russia against Turkey. Russia in the East, and France and Russia against everybody in general. Dairymen’s Association of Eastern Ontario. ' The annual meeting of' convention of the above association will be held in the town of Peterborough, Unt., on Wed- uesday and Thursday. January 3rd and 4th, 1894. Prof. J. P. Roberts, of' Cm. nell University, Ithaca, N. 17., who has charge of the agricultural farm there; Ex-(lovernor Hoard, of Fort Atkinson, Wisconsin, U. 8., both of whom have hadâ€"large and valuable experience in all matters pertaining to the dairy, in Feeding and producing milk, will delivor addresses specially prepared for farmers and dairymen. Prof. Roberts, 0! the. dairy department, experimental farm, Ottawa.wlio is an authority on butterand cheese, will also give his experience at the World's Fair, and experiments in the dairy departmentms well as valuable hints and suggestions to cheese makers, dairymon and farmers.
