Here is a patient who, a year ago, was sufficiently robust to “lift” a large lump of’ money without the least apparent: effortâ€"his “lifting” powers were such as to attract wide- spread attention all over Canadaâ€"and yet in a few months we find him so re» duced in vitality that unless he gets a change of air and scene he will not out- live the year. Viewing it, then, as a physiological phenomou, have we not a right to expect that Dr. Lauderkiu or some other medical Member of Parlia- ment will take up the question and at- tack the Government because of the un- healthy condition ol the prisons? A horse-stealer or a breadâ€" stealer may go about the jail corridors for ten years, with his mouth wide open and his plurnbiug all wrong, but it nev- er enters his system. It can pick out a Government embezzler and lay him low before he has been in his cell a day. That it never kills anyone is a mercy, although, according to reports, it re- duces the patient to a “ pitiuble con- dition of‘ utter collapse," so much so that “ his worst enemy would be movod to compassion.” Is this bug to be al- lowed to raven and batten upon the gen- tlemen who, through the exigencies of politics, retire out of the wind at Otta- wa, each in his turn ? Is this bug, with its oddities, to be allowed to multiply and grow hold, until it may openly emerge from the prisons where its pecu- liar and exclusive class of victims are all too scarce, and fasten upon our lead- ing statesmen as they appease a I'rac- tious county, mollif'y a bully campaigner or encourage a lukewarm patriot ? Un- less this mad bug can be overcome, our whole system of government seems to be in a position of extreme peril. Should its admirable, intelligence become im- paired, even in the slightest degree, it might be unable to identify a convicted deputy, and “ collapse ” statesmen whom no commission can get at. Countrymen ! we are confronted by a condition, not a theoryâ€"by a bug, not a bugaboo. If, however, it should transpire that these men who have been convicted of fraud are pardoned and set free while only suffering as any prisoner could feign to suffer, if he thought it would accomplish his release, then the phenom- enon is of a political nature, and should interest, not the medical men of the country, but the electors ol' the country. Endless rumors of' corruption in hizh places have floated widely over the 1).. minion. Scores of open charges and in- definite insinuations have been cast at the Government by members of the Op- position. Yet in face of a wide-spread uneasiness, and while many charges re- main uninvestigated, we find that the only men who have been convicted are one after the other pardoned and set free by direct interposition of the Gov- ernment. Mr. Watrcrr may have utter- ly collapsed; so may Mr. Arnoldi and Mr. Connolly and Mr. McGreevy. It is possible, but not one man in a hundred believes that the life of any one of the four was endangered the least by con- fincment. The evidence of the doctors who certified to the condition of the prisoners should have been widely pub- lished if' it.was convincing. As the matter now stands, the country is dis- posed to feel that the Government onlv regards embezzlement as a sort of (Ir- partmental insubordinnlion,’ and line frauds of contractors us more vaguriu that might go unnoticed but for the prejudices of the general public, which must be humored to I. certain extent. __.H Mack " in Saturday Night.
