New YORK, Oct. 27.â€"â€"-The Sun’s London special cable sayszâ€"The re- port that Russia has obtained extraor- dinary concessions in a secret treaty with China has given England some- thing far more serious to think about than the Venezuelan boundary dispute. The Times’s correspondent at Hong Kong is the only authority thus far for the. assertion that Russia has obtained the right to build a branch of the Sibe- rian railway to Port Arthur and practi- cally establish a naval station there. The story finds some credence amongst those acquainted with the situation in the far east, who regard it as a diplo- matic event of the first importance, as undoubtedly it is if it be true. There has not been such an outburst of belli- cosc talk in years as this rumor has caused in London in the past few hours. It maybe well to recall the fact that the Paris correspondent of The Sun learned from high diplomatic nuthority,a few days after the treaty of peace was signed between China and Japan.that it was the intention of Rus- sia to obtain precisely the concessions now named as the pricc of its lrieudly offices to China. The London Standard, which, more than The Times. may be regarded as ’ the Ministerial organ, prints an editorial to-duy which may be confidently soceph ed as representing Lord Salisbury‘s views and which is sufficiently robust on the China question to suit the most. extreme Russophobe. “ If,” says the Standard. “ Russian occupation of Port Arthur, disguised or open. ever be seriously proposed, the whole Chinese question will be opened and the various European powers will act as their interests shall dictate.” Not the least remarkable feature of The Stondurd's editorial is the defer- ence paid to Japan, which is treated, in fact, as a great power whose interests are identical with England’s. “ The. shrewd and courageous statesmen who direct the policy of that wonderful people will refuse point blank to give way if Russian occupation is to be the sequel to their withdrawal from Port Arthur,” says Lord Salisbury’s organ, and it concludes with a warning to Rus- sia no less emphatic 2â€"“ 11'," it says, “ the report that has been floated is a ballon d’essal it may serve a useful pur- pose by elicitiog a distinct warning that no meddling with the existing balance of power in eastern Asia can be per- mitted either by Japan or by Great Britain." That language is plain enough, and, if it have no other consequence, it must certainly inspire the Japanese with such confidence in their negotiations with Russia that they will possibly lose their heads and provoke an actual conflict, which England would rather avert. - The Hyams (Jase. Mr. Francis Wellman, the New York lawyer who during the Hyams trial acted in a consultative capacity with the counsel for the defence, arrived in Toronto on Monday and had an inter- view of some length with Mr. E. F. B. Johnston, Q. 0., and Mr. Tlios. Horne, the Ilyams brothers' Canadian counsel He. stated that his purpose in coming to Toronto is to go over the evidence fer the defence and to lonk into the developments of' the. case. Mr. Johnston has stated that he intends to apply to the Attorney-General for the discharge of' the prisoners without a further trial. He holds that in the first place the Crown has no further evidence than that over which the jury disagreed last Assizes, and that consequently the trial. with its attendant expense, should not be repeated, and that, in the second place, the evidence for the defence has been greatly strengthened. His reiismi, he said, for concluding that the Crown had no new witnesses was that no names of such had been supplied him, although he had made application to have them furnished him, announcing at. the time that if they were withheld and then Called at the trial he would apply to have the case put off till the next court.
