It lays down principles of Catholic education and speaks of the rights of parents. The Bishops are praised for resisting the law 01' 1890. Enough had not been done in Manitoba. for Catholic ed- ucation. The Bishops must. aim at havingjustice done. and must pursue the object with zeal and prudence.
