The public man who can do nothing acceptably has claims to greatness, but a public man who can accomplish much and still keep the carping voice of criti- cism quiet is great after another fashion. Hon. William Mulock appears to be one of the few statesmen of the latter class at present figuring in Canadian politics. By introducing a system of strict econ- omy in his department he has displeased a few to satisfy the many, and has prac- tically put the postal system of Canada on a self-sustaining basis. Having se- cured this foundation for his work, he at once proceeded to introduce innova- tions to improve the service. The in- troduction of postal notes and penny postage to Britain are but the first num- bers on his programme. Of more im- ortance to the masses of the people will be the reduction of postage on all letters to Canada and the United States to two cents, and the establishment of a one-cent rate in cities. The public mind requires to be educated to a cer- tain extent to receive these changes with eqnnnimity, but slowly and surely the Posmostcr-General is bringing it to an appreciatiOn of the advantages to be derived from the change. Mr. .‘lulock’s ability to wait till the time is ripe for action is by no means the least of his qualiï¬cations for the oflice he holds.â€" Telegram. -_.._..__..â€"o - Stolen Ammunition. postage was not conceived in the brain of Hon. William Mulock, but he did much toward bringing it to the operat~ ing stage. Cold storage, fast Atlantic service and other means of increasing trade ‘with the mother country were heard of before the people fastened their affections on the present occupants of oï¬ice at Ottawa; but to them is due the credit of pushing each and every project along as fast. as possible. The result has been that Canada has been kept constantly and forcibly before the British public. That public has learn. ed more about Canada during the last few years than it ever kuew before, and great resultsmay be looked forâ€"results that may show the Minister of the In. terior that it is not necessary to peeplo the fertile plains of the North-West with the pauper refuse of Europe.â€"â€" Telegram. O Aged Clergymen. Woe with the land where old age is not honored. Even religious bodies ought to remember their duty to the old men. The General Conference of the Methodist Church has shown much avidity in dividing a million dollar fund before it is collected. The fund is to help the forward movement in Japan, the connexioual colleges, and other on- terprises that show a specious front to the public. The old men have not been seriously considered in the reckom ing, the old servants who have worked many years in the vineyard and are now debile in mind and body. The lot of an aged minister who ï¬nds his powers of mind and body fading is not at the best an enviable one. He is shifted from pillar to post, each year in a bum- bler charge, until at last, with the snows of advanced years on his head, he ï¬nds- himself‘in some meagre stationâ€"a poor- ly paid circuit minister. Cruel time has worked his revengcs, and the decrepit old man lapses to the position that once taxed his youngest energies. On top of all this, there was a motion in the Con- ference to debnr ministers who had serv- ed forty years from entering the super- annuation fund unless the doctor gave his word that the candidate was thor- oughly disabled. A splendid harbor this superannuation fund, where a ship may anchor only when she is ready to siukl Mr. Joseph Taitâ€"who himself is on the political superannuation fund â€"argned that such permission to forty- ycar men would kill the fund. Let the enfeebled ministers be killed rather. Knock the old fellows on the head, and put them out of misery. And, menn- while, collect a million dollars, give a large part of it to the connexionnl col- leges, so that young ministers may he made who will thrust the oldstcrs into oblivion and poverty more quickly than evenâ€"Star. o- Education of To-day. From Brantford comes the oft-repeat- ed cry that the pupils iu the public schools are given studies away beyond their comprehension. That the cry will bring no relief to the pupil goes withou: saying. It has been raised so often be- fore that it is now simply an echo, and will be passed without heed by those who have deemed it better to have schools for exhibition purposes rather than for grounding the youth of the country in the solid principles of an ed~ ucution that would prove useful in after life. The tendency to “rush " pupils is greater than ever before. The stand- ing of a teacher in his profession deâ€" pends on the showing of his pupils at the examination. With a multiplicity of subjects to handle the teacher has no time to go into each thoroughly, cravn~ ming is resorted to, and the school turm out as its finished product pupils whose hastily acquired knowledge for t'K'Illll'l- ation purposes leave-1 them as quickly at it was obtained.
