Under the new scheme of taxa- tion by David Lloyd George, Chan- cellor of the Exchequer, in his bud- get for 1914-15, a man having an in- come from Ia capital of $5,000,000 .will have to pay one-third of his in- come in taxes. In the ï¬rst place he has to pay 28 cents on every $5 in income tax; then 'he has to pay ’. a similar amount in supertax, and when he dies $1 on every $5 of what is left has to .be paid for death and estate duties. The total is ï¬gured at just under one-third of the in- come. This calculation has been made by Sir William Lever, one of the mil- lionaires who will have to pay, but who does not object. ‘ “I like it,†he said. “In my view the ideal system of taxation, both local and imperial, is through the income tax, the .supertax, death duties, land tax, site value tax, and taxation upon luxuries, such as al-' cohol. tobacco, etc. Everything else free.†While Mr. Lloyd George has fol- lowed his predecessors in his system of taxation, except that he has in- creased the 'Ira'te of income and supertax and death duties, so that the wealthy have to pay the lion’s share, he has gone to other ' coun- tries for some of his ideas. Now Lloyd George says all income of British subjects resident in the United Kingdom must contribute to the Imperial ire- v'enue. These foreign investments are estimated at more than a bil-v lion and a half dollars and from this the Chancellor hopes to secure $1,250,000 this year, and double that amount next year. The total increase of revenue from income tax and death duties this year will amount to something like $44,000,- 000. In spite of these increases Sir George Paish, editor of the Statist, says the burden of taxation is much smaller than it has been in modern history. In 1880, when the expendi- ture came to $415,000,000, it was raised out of national income of $5,- 000,000,000. Now the national in- come reaches the enormous total of $12,000,000,000, so it can easily stand the increased, ~ expenditure. Sir George argues that England can bear still greater increases in her budget. “There are good grounds,†he says, “for believing that the intome and wealth of this country will again double in another 30 years. When it reaches $25,000,000,000, and I have no doubt that it will within a generation, a budget of $250,000,â€" 000,000 will be borne more easily than the burden of a $1,000,000,000 in 1914."
