The question of the duty on coal oil is being discussed in a pretty lively way and not without reason. The plea for the duty of course, is that it protects the re- finers here, but this is not strictly accur- ate. The consumption of Canada is about a million barrels annually while the pro- duction is only about three quarters of a. million. And at present it seems impossi- ble to increase the production, although the Pstrolia district is being bored as thickly as possible by men who are mak- ing handsome fortunes. not out of manuf- acturing or refining it, but simply by pumping it out of the ground. Wells haVe been boared in other localities and the prospects have been greatly puffed up, not but so far there has been no success. It therefore appears as if it must be admit- ted that Canada is not a producer of petroleum and and must be content to import it. But here the duty steps in on the Crude oil, and imposes a duty of 6 cents per wine gallon on oil which costs g cent per gallon at the wells, which is at the rate of 1,200 per cent., besides a duty of 40 cents on the barrel. On refined oil the duty is also 6 cents per gallon, which proves that the duty does not protect the refiner. But the men who are growing rich are raising oil 'at a cost which is pro- bably considerably under 40 cents per barrel and selling it at $1.26 per barrel. leaving a profit of over 80 cents per barrel. This, it must be admitted, is a very good profit and the duty prohibits the importa- tion of crude oil.
