Cm. cozyâ€"EEC? On Thursday the scene on the floor of the House exceeded in brilliaucy that of many previous occasions. The only things which seemed to mar the effect, were the surround- ings and the delapidated old buildingsâ€"soon to be removed from of? the scene. Precisely at three o’clock, His Honor arrived at the Parliament buildings and immediately pro- ceeded to the Council Chamber, and after the usual preliminaries on such occasions had taken place,he proceeded to read his address The chief points Wereâ€"that an act would he introduced to assimilate the practice of the Courts of Common Law and Equity ; the jurisdiction: of the Division Court would be extended ; that an appropriation should he asked for new Parliamentary Buildings ; the Provincial Reformatory should be remodeled ‘ and carried on, as it was originally intended ‘ it should be ; and a. few minor topics were animadverted on. On Friday, the address was taken en dei’ebre. Dr. McLaughlinâ€" West Durhamâ€"moved the address. The Dr. is a new member and showed consider- able ability. and although his maiden speech he seemed quite at home. Mr. Watertâ€" Middlesexâ€"seconded the address. The 3130- i onder. although not a new member, rarely ‘ indulged in a speech in his past parliament- ‘ ary days, and his present effusion was a little surprising to his old comrades, who consider- ed him a man of deeds rather than Words. The leader of the Opposition made a neat little speech, with his usual hrilliancy, and took objection to the proposed new buildings. The Premier made a short reply, and the address was passed en bloc. The Opposition held a meeting and conï¬rmed their party leader, and appointed their old “ whip" Mr. Wigle, whose duties no doubt will be nil, as the followors are so few that no kicking over the traces is likely to he indulged in. I [Owing to a press of matter this week the balance of the above letter is unavoidably crowded out, but will appear next wcck.] (From our own Corrupondent.) } ’ The Local Legislature was opened. with the usual ceremonies, on Thursday. 8th inst. ‘ The House Wrs called together on the 7th, but the duty of electing a Speaker being the ï¬rst requisite, H is Honor the Limit-Govern. or merely attended proforma, and intimated that as soon as a speaker had been selected the usual address Would be mounted. On His Ilonor retiring the house proceeded and without dillicnlty selected Col. Clarke as their Speaker. The Opposition did not at- tempt to bring forward any candidate. being so numerically Weak they could not afl'ord to sacriï¬ce one of their supporters. The Hon. the Provincial Secretary preposed, and the Hon. emSpeaker “'ells seconded, in a few Well chosen remarks, the member for Centre Wellington. The motion was carried tum vocc. Col. Clarke is a man of considerable natural ability, a fair speaker, and well read generally and particularly in parliamentary procedure ; he is exceedingly popular with all the members. and an old journalist, and on this account the liberties and rights of the minority will be guarded most jealously.
