To amend the Act respecting ditches and water coursesâ€"Mr. Morgan. IUPPLY. The Bears went into Committee oi Supply. On the item Immigration. 849,950 (increase 822.950), Mr. Benn! stated the cause oi the increase. Achange was to be made in the European agency system. Hitherto, since 1874, this province had'not an agency oi its own in Europe. though it had one agent in London ; but all the agencies were under the control oi the Dominion Government and such Provincial Government paid its share oi the expense of maintaining them. That arrangement expired last November and had not been renewed by this Government. In‘ stead. it had been decided by the Ontario Gover'nment to establish an agency of its ovm in London, wlth the present agent. Mr. Byrne. continued at a salary oi $2,000. Under the old system the expense to the province was 87.800 a year. so that this change would produce a saving oi 83,200. The Government had decided to issue a pamphlet to influence the tenant lar- mers’ movement. One containing a great deal of valuable information gathered through the Immigratlon Department had been pre- pared by Mr. A. H. Dymond. whose long journalistic experience rendered him specially titted tor the task. and was now in print and almost ready icr distribution. The duties oi English agent were to be somewhat extended He had received instructions to proceed to Baotland, irom which country the Dominion Government had withdrawn its agent. and to visit agricultural tails and markets, not specially to lecture, but to advertise the country and place himself in a position \to impart iniormation about it to any who desired it. One prominent cause at increase in the immigration expense was the bringing oi immigrants from Quebec to Toronto. and sending them thence to difler- out parts of the province. In addition to assisting in paying their railway iares, the province hadto provide them with food on their journey. and for some days at the various immigration sheds until they found employment. Last year ior sending immi- grants to diflerent parts oi Ontario 04 000 was voted. and '8 052 actually expended, and this year 88 000 was asked ior the same purpose. This expenditure was largely beyond the control oi the Provincial Gov. ernment. so long as the present policy of the Dominion Government was continued. and so long as the agents of that Government and the steamship agents sent people out here. I Mr. Mower introduced “ An Act Respecting Municipal Taxation and Exemption." which has been thus summarized: The measure deals with the taxation 0! the reel and per- sonal property of incorporated companies, and the personal property of persons resident outside oi the province. both being made eubject to assessment. It proposes to do away with the 8400 exemption on incomes when the latter exceed a certain amount, and to abolish altogether the present Durtial exemption ol paddocks and lawns. Several clauseeol the Bill are devoted to the solution at the double problem of local Improvements and the assessment therelor )1 Church property at present exempt from all easessment. The Bill providee (1) that real property specially assessed for any work hereafter executed shall be. with certain ex- ceptions. exempt lrom any general assess ment for the some purpose; (2) that the municipal council 0! acity. towu, or village may by by-law, passed with-the assent of the electore as ascertained under the existing ‘loesl improvement sections at the Muni- ‘eipal Act, extend to the whole muni cipaiity the local improvement principle 101 aesessment tor certain elusee of improvements ; (3) that when the trustees at Church property join in a petition tor a locsl ; improvement the property becomes liable to‘ as-eaement for that improvement like the property oi private owners ; and (4) that the trustees oi Church property shall be liable. whether they petition or not. for such an improvement when it is asked for by two- thirds ol the other owners representing at least one-hall the value of the remaining pro- perty.
