For several years we; have advocated the establishment of 1 Quarterly [Cattle Fairs in this district ‘ but apparently without success. At the ‘ recent session of Victoria County Coun- cil a Committee was appointed. who.; w1th the representatives of the Lindsay ‘ town council and Board of Trade met to discuss the matter with the result that a by-law was prepared to establish fairs in the County as follows: commencing at Coboconk on the second Tuesday in April. Kirkï¬eld. on Wednesday, Wood- villa, on Thursday, Oakwood on Friday. and Lindsay on Saturday. On the other side of the County the fairs vvill be held the following week, commencing at Kinmount on Tuesday. Bobcaygeon on Wednesday. Fenelon Falls on Thurs- day. Omemee on Friday and ending at Lindsay on Saturday. This same pro- gramme will be followed'in May, July, September, October and November. We have no doubt but that these fairs will prove of great beneï¬t to the farmers of Victoria generally and will supply a means of reaching market long wanted. The arrangement of these fairs is more extended than the plan suggested by» this journal which was to have included the northern portion of Ontario odumy; However, it may now be possible to establish a system of fairs in Ontario county which might be held, if not in conjunction with, somewhere near the time of those of Victoria. The fairs will he held under the auspices of the Agri- cultural Soc1eties. Cu}: nos exceeding 1 inch. 35 per annum. From this report it appears that the distance between Trenton, the east- ern mouth of the canal and Wauhau- shene, the western entrance. on the Georgian Bay. the distance is 197 miles. The total‘lockago in ascending and des~ sending to and from the summit is 850 feet. Of the distance 109 miles are already a good natural navigation requir- iug little labour. And for the 88 miles remaining it is easy to convert them into a navigable channel for river tugs and barges. The total costs will be about ten million dollars. There were added to it in the course of the year 476 corps and 1462 oflicer‘ . The Army is stationed in Rome. it has a. garrison in Paris. and the “War Cry" is sold in the streets of Berlin. In India. it has several detachments, and accord- ing to theï¬General. is doing good work in converting to Christianity Buddhists and Hindoos. The army has not been well received every where. as witness the per- secutions in Quebec and other places. The General received in voluntarv con- tributions $170,000. and in one way or another not less than 8500.000 passed through the hands of the headquarters‘ ‘ staff during the year. .Tna Freemasons of Quebec con- sidered “at the Grand Lodge meeting. which was to be held last Thursday a pro- posal that saloon- keeping. liquor-selling and bar-tending shall be Masonic offences. A committee was appoinied to report to the Grand Lodge at its next session. on the prOposal. W1: hope there is some truth in the rumor that the Government intends reducing letter postage to 2 cents. We believe the increase in the postal busi~ 11033 that would follow such a. reduction would nearly make the revenue as much as it is now. In the States cheap nosi- age has been found to increase the postal revenue. and the Americans hope that ultimately they will have 1 cent letter postage. 4 0.. y» The Bmvnnmu Exmnss is acknow- ledged to be the host M pupor in North Ontario. WHEN it is borne in mind that two men have it in their power to plunge Europe into war, the possibilities of the near future are apparent. The Czar of Russia is a much younger man than the Emperor of Germany. but like the Em- peror of Germany he is a man of peace. \Var is always popular with the army. Soldiers chafe under the irksome duties of bar-rack life and sigh 'for the smell of gunpowder. In war times there is also the chance of promotion. as ofï¬cers fall as well as soldiers. If either the Czar of Russia er the Emperor of Germany had to carry a musket himself there would be no war. but unfortunately for the peace of the world the men who cause the wars are not the men who do the ï¬ghting. It is not their blood that is shed. War cloud after war cloud is reported as being visible, but the storm has not vet broken out and the sun stiTl shines serenely. The fact of Europe be- ing kept in such a state of unsettlement by these rumors is almost as had as war itself. with this differeflli‘e that there is no loss of life. Too lunch power is plac- c.l in the hands of one man when he can throw a million men into the ï¬eld. There has been so much talk of war that peo- ple are beginning to get used to it and when the blow falls it will take no one by surprise. It. seems necessary to have a great war everydecadeorso in order to kill off some of the surplus population- alhoit it is rather rough on those who are killed.
