This old man has for a long time been one of the most prominent characters in European politics and his removal bids fair to create a fresh series of complications which has already ser- iously intensified the existing feeling that the continent is on the verge of a great struggle for snprexnecv among its nations. From the Montreal “Witness" we take the following short review of the late Emperor‘s life 2-â€" “,The birth of the Emperor William carries us back to the beginning of the career of Napoleon Bonaparte. Five years before the Em- ~w~_ L‘ ........ n- a-vu‘â€" pol-er was born the German Emperor and the king of Prussia had detennined to stamp out the French revolution and restore the King of France. In 1797. the year of the birth of the Emperor. Austria consented to a. humiliating treaty and Prussia hm! two years before been compelled to sue for peace. principally through the genius of Napoleon. The vcar of the Emperor's birth was that of that of the ascension of his father. Frederick William the Third. to the throne of Prussia. His mother. tho - Il-\'uv v- - -_-v.._--. beautiful and noble-minded Louise, of Mecklenburg-Strelitz, was, perhaps. the greatest personal sufferer from the ex- treme humiliation to which Germany was reduced by the French Emperor. When Prussia was prostrate and the King was in despair she madeh personal appeal to Napoleon, who answered by heaping fresh humiliations on her and IN slandenng her in the most horrible way. Though the king was subjugated. the German people were not, and the noble manner in which the Queen suffer- ed her great wrongs aroused the pa~ tnotic feelings which had been inspired in the German people by Frederick the Great and the German thinkers of his day. so that when Napoleon began his retreat from Moscow. there sprang up a great popular determination to deliver their country. The alliance of Prussia. Austria and Russia and the great battle at Lelpsic followed, resulting in the overthrow of Napoleon. The Emperor William had been taught to wield a sword almost before he was out of his cradle. His earliest and almost- only‘ training was that of a soldier. When a 1 boy of sixteen he was in the campaign of 1818. From 1815 down to the end of the reign of Frederick William IV.. the people of the German states wereengag- ed in a long struggle with their various aovereigna for constitutional libertv and many efiorts were made at consolidating the Empire without weakeninu the rule of the variom princes. Prince William, the brother of the King. was the opponent of all popular liberty and in 1848. when Berlin was the scene of a great popular outbreak he would have cleared the streets with artillery had he been allowed. King Frederic William surrendered to his people and Prince William fled to England for refugee. While in England he seemed to imbibe liberal political ideaa and to undergo a complete change of opinion as to the popular mode of government. It was hoped that his accession Would be a great augmentation to popular liberty in Yru'ssia.‘ Never were. hopes more com- pletely misplaced.
