The Scott Act received a crushing re- ‘ verse in the votes of last Thursday, in { every case, being defeated by large 1 majorities. Considering the very large votes which brought it into law in these ‘ . ;;counties, the reverse of public sentiment is very marked. It is almost needless to cast about for a reason for this change in feeling. The general disgust at the manner in which it has been operated and the feeling that it was unworkable in its present form was general. In spite of all this it is generally ac- knowledged that the Scott Act, even in the counties recently reiecting it. has done much good and from our own observation here we can conï¬rm the statement The Montreal "Gazette." the leading Conservative paper in the Province of Quebec, has manifested com- paratively little interest in tLe Scott Act. Indeed, it has been accused by the “Witness" and other opponents with passive opposition to the measure. Yet this is the Gazette's testimony as to the result it has accomplished :â€"“It has proved itself efl’ective. For this it is a measure that all respecters of order and lovers of humanity may tem- perately support. It has received strong Rapport in the past from men of all political creeds. It has been adopted in sixty-three political divisions through- out the country. Had Conservatives been as a whole opposed to it, this record would never have been made. The fact is, it has won its successes altogether independent of political lines; and it will be the course of wis- dom for its real friends to conduct their operations in future independent of party considerations." If the "Gazette" had also added that no law ever intro- duced has had such a tremenduous antagonistic influence to combat. it would also add another laurel to the effectiveness of the Scott Act. In every community there are individuals who previous to the enactmentof this law, secured enormous proï¬ts from the sale of liquor ; wealthy. and in most cases unscrupulous, they set themselves to work, ï¬rst. to defy the law. then to evade it and ï¬nally to prejudice the feelings of those who favored it by offering the very facts as evidence against it. which their money and dis- respect for law had produced. Would any law on the statute book have fared better ? Robbed of the authoritive sup- port which it should have had and menaced by a vast organization of wealthy opponents would it have proved more availing than the Scott Act has done ? We do not think so and in this repeal movement we see a longstcp made forward towards the goal. which every intelligent well wislwr of his moo \uust hope for. namely. the emmn-mutimu of the race from the curse of uhnnlmlimn. ADVERTISING nuns 3 Children cry for M L one that has wrought much mischief throughout the Province in the fact that a large sum of money is constantly lying at deposit at low interest asa sinking fund for this debt and always being a strong temptation to the Council to use for purposes other than the one in- tended, of course intending to recoup the fund later on. this does not follow ' and at the expiry of the debt it is found that the sinking fund is not there. Then comes fresh borrowings and more inter. l est etc. By the instalment system this cannot occurr. Each year a debenture 3 matures, is provided for and theinterest and 011 the lst of July this debt \\ ill be- co1ue due. To pioy 1de for its pay want it “as necessary. the money not beiugl on hand. to secure the privdege of re newing the debt. or in other words.to borrow more money to pay the existing debt; this entailed an application to parliament for permission. which has been granted and now preparation is being made to issue new debentures for the amount. The portion of this debt which falls to the Village of Beaverton is 02.800 or close on that amount and the village Council have thought it wise to take advantage of the new law allow- ing municipalities to borrow money on instalment principle. and which provides that one debenture and interest shall he met each year. We believe the Council have done right and that it will proï¬t the village largely in the end. A great objection existed to the old system and 7.; Pitcher’s Castoria. on that portion of the debt ceases and at the close of the term the debt has passed away. Certainly this is to be preferred and if the Township Council be wise a similar arrangement should be made in the disposal of their portion of the debt. As it is. neither Council can be burdened as the income from the railway loan will in a large measure meet the annual demand and in fact in a few years will become a permanent source of revenue.
