WI: are unaware of what the Scott Act Association proposes doing on the coming vote for the repeal of the Scott Act, but we doubt that whatever is done just now will affect the result and On- tario will follow the other counties that have gone back on the record. The cause here as in most of the other coun- ties is not that the evils of the traffic are less odious nor that faith has been lost in prohibition, but that faith has been lost in the due enforcement of the Act. Good has been done in this county by the Act. It has been enforced better than credit has been generally given, but so far as we have been able to as- certain the failure to enforce. particular- .ly during the past twelve months, has turned very many temperance men against the law. The “Vindicator“ has said in times past that Mr. Inspector Ferguson has honestly tried to do his duty, and we make no charge against him now, but even if desirous of doing his duty fully, he has been much of the time physically unable to do it. Every effort of the temperance men to get a change has been balked and they have been increasing evidences daily that the law is violated without being able to apply the proper remedy. The conse- quences are, as has been stated, that a large class of the less enthusiastic tem- perance men are against the Act. We hold, as we have always held, that this is a mistake. If the law is good. agitate for its enforcement rather than its repeal, but unfortunately this does not alter the fact as we have stated it and all argu- ment will fall upon the indifferent in vain, and the Act for the present in this county is doomed. This state of affairs justifies the position taken by this paper when the Act was first agitated. It was not a promoter of the law, as it took the ground that there was little doubt that if submitted to the people it would pass readily enough, but the trouble would come in the enforcement. When, how- ever, temperance men resolved to sub- mit it, the “Vindicator" took its share in the fight and did what it could to ensure uuccess. But the trouble with the en- forcement came and wehave the natural result. We do not, however, regret that the Act was submitted, though it has been a partial failure and has neither‘ done what was hoped of it nor a tithe of what it can be made to do, it has not been all less. The people have seen evidences of what even a limited and imperfect prohibition can do, and tem- perance men have seen a source of their weakness. The old work of moral snasiou, education through the press and platform must be renewed more earnest- ly than ever. Men who favor tempor- ance principles but are commirativoly indifferent must be aroused to earnest- ness, societies and organizations like the Sons of 'l‘l:ihpi~i‘;iiii:h.
