Thegma-intenanCe of reasonable rates is the hoslï¬tal‘s only defence against total dependence on gifts,and the Board of Governors are to be complimented on the policy they have laid down in this respect. We think, in fact, that ii‘all patients treated at the expenSe of municipal- ities were charged at least the cost of their maintenance, it would be better than charging less than that and coming to the municipalities for a direct grant. It, would be more businessâ€"like and add. immensely to }0€S the independence and self-respect of the hospital. Why should it be re- quired to ask as charity that for which it has in reality given full value ‘? Charity Will begin soon enough and have evils enough with- out. being begun before it needs to be. There is no escape from paying in some way the cost of maintaining the patients, and in so far as the municipalities are concerned, the more business-like their method of payment the better. Charging the town less than the cost of maintain- ing its patients there ,can serve no purpose unless as an excuse for ask- ing the town for a lilyeral grant, and leverage of that sort is neither pleasâ€" ant nor efl‘ective.
