In 1907 eighty-two ‘routes' were established throughout the Union, incurring an expenditure of $141,840. Last year there were in operation some 41,666 routes and the appropriatiOn of Congress was‘ 838,860,000. In view of this fact, our own appropriation of $200,000, or about onetwentieth of the Unit- ed States' is made to appear any- thing but extravagant.
