THE COMPANY MAY GET THE LIGHTING CONTRACT A Resolution in Favor of Giving it to Them at $45 per Lamp Passed the Public Meeting The long-delayed public meeting to dis- cuss the problem of street-lighting was hell in the council chamber on Tuesday night. The chamber was well ï¬lled with p :ominent. citizens who took a deep inter- set. in the discussion till a late hour. Mayor Smyth took the chair. Mr. R. Kylie, chairman of the special committee, was the ï¬rst; speaker. He said :â€"Before our report was issued we visited a number of places. Among them was Hamilton. There the plant is run by water. The city pays $92.50 for 2000 candle-power lamps all night. Barrie paid $2400 a year for 35 lamps. Then they bought the plant, added 15 lamps and are running it: for the same price. Orillia produces its own light. for $29 a lamp. We got. an expert. and are sure that: we can produce light. for $34 per lamp. The company’s best. offer was $50 per lamp. On that: basis we made our report. Since that. report was issued, the com- pany has made new advances and a better offer. They offer us are lamps at $45 and incandescent lamps for 38. Our idea is to put. up 40 are lamps far apart. and these small incandescent ones at. intervals be- tween them. The are lamps are to be 1500- candle power and burn all night. Person- ally I would favor putting in a municipal plant. rather than pay $50 or $55 per lamp but. at. $45 and certain concessions I would take the ofler. Mr. Kylieâ€"Mr. Hopkins will tell you. I feel that. we should get light: from the Falls, and that we owe the company con- sideration for their enterprise. Mr. Hopkinsâ€"I hold the same view of this important matter as I did last. spring when a committee composed of Alds. Touchburn, Jackson and myself reported that “Your committee is of the opinion that no bargain should be completed with the company that. does not. deal with private lightirg.r as Well as that; of the streets.†That was on June 27th., Next: day we wrote a letter to the company asking for quotations, but. got no reply for two months. Then they offered us street lamps at. $55 and said “We will discuss other matters after we get the contract.†We had another meeting and they came down to $50. Then we went into the question of municipal lighting and recom- mended it. in our report. Some say our estimate of $10,000 for a plant; is too low. All I can say is we can get. signed contracts to put: it; in for that. After the report, the company made further overtures and last. night we went into it fully again. They refused to do anything about. anything but. the street.- lights. If they will not arrange private lighting and power also no contract. will ever be made with my consent. (Ap- plause,) Mr. O'Learyâ€"What are the concessions? buy. The light: company paid Ferrelon Falls for the right to bring the power out; if they are given the right. to put up poles and bring in power here they should give us the right. to purchase. I think the $8 rate for small lamps should be 86. They are to be put in near transformers. I favor reducing the big lamps and pucting up several of these instead. We can expend money on street crossings, that. is now going to light up the bad roadway and goose pastures. So then we want the right to buy at. arbitration price and we want minimum quotations for metre services. I am convinced that. municipal owner- ship is the right system. It has never been a failure. It: pays and if we cannot: get the conditions from the company that. I have mentioned, I would favor going into it now. Suppose it cost us $40,000 or $50,000, it would be better than tie our hands for all time. (Applause) THE COMPANY’S smr: or IT Mr. Stewartâ€"I am surprised at the turn things have taken. Then there is the money they have spent in experiments and in useles . work before success was reached. Would ypu be willing to pay all these sums? hou can have the plant tonight at its cost. What arbitrators might value it. at ï¬ve years from now would not include these things nor recoup us for our outlay. By operating it we expect: in time to re pay ourselves. So we object to giving yop the right to purchase at. arbitrators price. Mr. Hopkins -â€"Tell us what experiments you refer to. Mr. Stewart- All through the under taking. Mr. Hopkinsâ€"I don’t know of any. Mr. Sbewarbâ€" We have been losrng all along. I am in favor of municipal owner- ship but not; that ownership run mad. To develop your light; or water power in the town for the town is good policy but. so go outside and develop a plant. to bring into town for sale like Orillia has done is municipal ownership run mad. It leads to ruin. We would have been here w ith thi power a year before only that another man got. in our way. The owners of the plants .are old men who have shown enterprise worthy of men of half their years. If we were a corporation like the Toronto Gas Company making dividendsâ€" Mr. Hopkinsâ€"You will be in ten years. Mr. Stewartâ€"Well buy us out. We were asked to give quotations in June. We knew the committee wer e merely feel- 1135: around and were not ready to do bus- iness. We offered to help them get infor- mation. They went; to other towns. Hamilton is the nearest to our case. They have a bigger concern and a better mar- ket, yet we offer better terms than their company gives.
