Six pure-bred Shropshires and nine trade Shropshire's from neighbor’s flocks in which Fairview-bred rams were used made up the lot which was singularly suc- cessful at the Provincial fat stock show last; week at London. To the fifteen ani- mals competing, were awarded 9 firsts, 4 seconds and several thirds. The Prince of Wales prize offered for the best pen of fine lambs, of any given breed was a premium which probably was cov- eted more than any other prize ever offer- ed in Canada, as it; was confined to lambs bred in this country. Sixty of the finest lambs ever seen on American scil,â€"â€"as an American said,â€" representing the six leading breeds of medium: and long «0013, were brought before the judges. Two breeders of the medium and two of long wools, composed the awarding committee. Considerable time was spent in examination after which four pens,Shropshires,Southdowns, Cotswolds and Leicesters, were selected for the final struggle. When the merits of these contesting pens were closely cal- culated the reliable committee were fully agreed in giving the Fairview Shropshires the highly esteemed position of first place, with the Costwold’s second premium. WHEREAS the Lindsay, Bobcaygeon and Pontypool Railway Company have made application to the CorporatiOn of the Municipality of the Town of Lindsay to grant aid by way of bonus towards the construction of their Railway running from Village of Bobcaygeon in the county of the Victoria through the Township of Verulam in the said County to the Town of Lindsay, thence on through the Township of Ops in the said County and through the Town- ships of Manvers and Cartwright in the Countyof Durham to a point at or near Burketon on the line of the Canadian Pacific Railway, to the amount of Twenty- five thousand Dollars ($25,000) in cash or :debentures. AND WHEREAS in the opinion of the Municipal COuncil of the said Town of Lindsay it; is expedient to grant the said application. AND WHEREAS for the said purpose itis’desirable and necessan for the said Corporation of the Town of Lindsay to create a debt. to the extent of Twentyâ€"five thousand dollars ($25,000) and to issue de- bentures therefor in manner hereinafter appearing. AND WHEREAS the amount of the whole rateable property of the said Town of Lindsay according to the last revised assessment roll is the sum of $1,983,035 being for the year 1899. AND WHEREAS the amount of the existing debenture debt of the said Town of Lindsay is $214,246.68, and there is no part of the principal or interest of the said debt in arrear. I w . y. AND WHEREAS the said Municipality of the Town of Lindsay has resolved that such debentures shall be payable in thirty annual instalments with interest at the rate of Four per cent. per annum so that the said instalments shall be such that the aggregate amount payable for principal and interest during any year shall be equal as nearly as may be to what is payable for principal and interest during each 01 the other years of such period of thirty years. AND WHEREAS it will be necessary to raise annually by a specml rate sufl‘icient therefor during the said term of thirty veers (the currency of the debentures to be issued under this By-law) the sum of $1445.75 for the payment of the said debt and interest. Therefore the Municipal Counoil of the Corporation of the Town of Lindsay enacts as follows:â€" 1. That it shall and may be lawful for the Corporation of the said Town of Lind- say to grant by way of bonus to the Lind- say, Bobcaygeon and Pontypool Railway Company in aid of their Railway the sum ofTwenty-five Thousand Dollars ($25,000) in cash or debentures of the said Corporation upon the terms and conditions hereinafter mentioned. In the event of the said Railway Company failing to commence or complete the said Railway within the time herein- before mentioned and provided for, the said debentures and coupons attached thereto and the proceeds thereof shall be returned by the said Trustees to the Treasurer of the said Town of Lindsay to be cancelled, and the Council of the said Municipality may thereupon pass a By- law repealinz this By-law. 10. That the said Railway Company shall not be entitled to delivery to them of the said debentures or cash as aforesaid until a good and valid agreement shall have been entered into between the said Railway Company, the Canadian Pacific Railway Company and the Corporation of the Town of Lindsay binding the said the Canadian Pacific Railway Company to operate the said Railway in a reasonable and proper manner for a term of Twenty years or more. The said last mentioned agreement to be made contemporaneously with the lease or agreement for lease, of the said Railway by the Lindsay, Bobcay- geon and Pontypool Railwagi Company to the said Canadian Pacific ailway Com- pany. 11. That instead of the delivery of the said debentures to the Railway Company by the Trustees, the Corporation of the Town of Lindsay may require them to accept $25,000 in cash in lieu thereof and that for that purpose the Corporation may at any time prior to the delivery thereof to the Company sell or require the said Trustees to sell the said debentures or” any part thereof sufficient to raise the said sum of $25,000 and the Corporation shall be absolutely entitled to any surplus proceeds in debentures or cash over and above the said sum of $25,000 and the same shall be paid or delivered to the Town Treasurer. 12. That all interest coupons attached to said debentures falling due before the sale thereof or delivery to the Company shall from time to time as the same be- come due be detached and returned by the Trustees to the Town Treasurer to be can- celled, and in case of delivery of the said debentures to the Company the Trustees before delivery thereof shall require the Company to pay to them the accrued inter- est thereon up to the time the Railway became entitled to the same, and such accrued interest shall be paid by the Trustees to the Town Treasurer. 13. That the amount of any of said de- bentures falling due before the Railway becomes entitled thereto shall be paid to the Trustees, and such amount and the proceeds of the debentures, in case the same are sold as above provided for. up to the amount of $25,000, shall be retained by the Trustees and put out at interest; and the interest therefor oaid to the Town Treasurer periodically until the Railway becomes entitled to the principal. 14. That any interest on the said deben- tures or proceeds thereof or any surplus proceeds over $25,000 paid to the Town Treasurer shall be paid and applied by ham in the payment of the next interest coupons and debentures coming due which have been issued under the authority of this By-Iaw, and for no other purpose whatsoever. 15. That it shall not be necessary for any purchase: or intending purchaser of the said debentures or any of them to en- quire as to the performance by the said Railway Company of any or all of the con- ditions necessary under the provisions of this By-law to entitle the said Company to the delivery of the said debentures, and the delivery of the said debentures by the said Trustees to the said Company shall be conclwive evidence against the said Cor- poration of the Town of Lindsav so far as any purchaser is concerned that all such conditions as aforesaid have been duly per formed and the said debentures lav» full) delivered. 16. W HEREAS the Corporation are desir- ous of purchasing the Lindsay Water works and all property and appliances used in connection therewith and the Water franchise, and have by Agreement dated the 5th day of December A.D., 1899, agreed with the Lindsay Water Works Company for the purchase of the same, subjectto the approval of the ratepayers, at or for the price or sum of $75,000, payable in debentures, on the terms therein set forth By-LaW N0 ........ _AN D WHEREAS it; is desirable to have the said Water Works when purchased managed by a Board of Four Commission- ers, in pursuance of the Municipal Water Works Act. Therefore the Municipal Council of the Corporation of the Town of Lindsay enacts as follows:â€" 1. That it is expedient in the interest of the Corporation of the Town of Lindsay to acquire the Works of the Lindsay Water Works Company, and all property and appliances used in connection therewnth, for the purpose of supplying wa‘er and the water franchise, for the sum of $75000, payable in debentures, upon the terms and conditions expressed in a certain Agree- ment made between the Lindsay V ater Works Company and the Corporation, dated the Fifth day of December AD. 1899, Which said Agreement is hereby ratified and confirmed. and !he Council be and are hereby authorized to pass all necessary Bv-laws to issue said debentures and carry out said Agreement. 2. The said debentures for 375K 00 to bear mterest at the rate of 3!; per ('81.- t. per annum. payable half yearly on the first days of January and July in each year dating from the first day of July A.D. 1900, such debentures to be in ~uc'n amounts not less than One Hundred Dollars as the Company may require, and to bear interest only for the first Ten years, and afterwards to be payable in Thirty years in metal- ments so that the aggregate amount pay- able for principal and interest in any year shall be equal as nearly as may be to what is payable for principal and interest during each of the other years, sur-h debentures to be known as Waterworks Debentures and to be made a first charge upon said Waterworks and all property appertaining thereto or used in connection theiewitn and all extensions and improvements thereof; such debentures and coupons attached thereto forinterest to be exprESeed in sterling money of Great Britain or tur- rency of Canada and to be made payable at the Bank of Montreal or the Town Treasurer’s ofllce in the Town of Lindsay as the Company may desire. 3. That there shall be a Board of Four Commissioners, of whom the Mayor of the Town shallex ofiicio be one, and the re- mainder shall be elected as provided for by the Municipal Waterworks Act, or as hereinafter mentioned, who shall when the said Works are purchased, manage the same and exercise and enjoy the powers, rights, authorities and immunities confer- red upon the Corporation by LheiMunicipal Waterworks Act. g__: 4. That the Mayor and Council be and are hereby authorized to apply to the Leg- islature of the Province of Ontario for a Special Act ratifying and confirming the said Agreement, thiq By-law and any By- :aw providing for the issue of said deben- tures and carrying out said Agreement, and also providing for electing said Com - missioners other than the Ma) or for a term nf Three years, one to retire each year in rotation. 5. That this By-law shall come into force and take effect on the day of the final passing thereof. 6. The 2nd day of January A.D. 1900, at the Town Clerk’s Office, in the Town of Lindsay, at twelve o’clock noon, is hereby fixed as the time and place when the Clerk of this Council shall sum up the number of votes given for and against this By-law respectively.
