There are personal charges, in addition to the usual charges of general bribery and corruption. In this connection we are requested to state that Mr. Barron will not again contest the constituency, and though we regret his retirement from public life, we think it our duty to make thisstatement, and Mr. Barron wishes it, to avoid any misunder- standing or misapprehension hereafter. The liberal party in North Victoria possess within the riding many competent and available men to carry the liberal banner to victory, and theparty should have no dimculty in making a selection. The petitioner in the protest filed is Mr. John B. Robinson, and the solicitors are the firm of Kerr, Macdonald and Patterson of Toronto. # “ INFUENCE ” IN B YB-ELECTIONS. Peculiar circumstances are coming to light in the several constituencies that indicate the means adopted by the Bag- gart-Abbott government to carry the bye- elsctions for the tory candidates. The incidents in East ngin «a North Perth, referred to in the articles reprinted from the St. Thomas Journal and Stratford Beacon. throw a flood of light upon tory electioneering tactics. There, as in South and North Victoria. the ridings were infested by a dozen or more tory emissaries, composed of party heelers from neighboring constituencies and certain members of the Dominion civil service who have extended experience in the distribution of “influence." These men took no part in public meetings; they did not address the electors on the questions of the day; they were not can- vassing voters in the ordinary way; they did not, except secretly, associate with l TOR I THE - it impouible to ' ground. _â€"-££:_____ PR OBLEHS FOR QUEBEC. The new government of Quebec has before it problems and trials of no ordi- nary magnitude. Probably one of its most dificult trials will betoimpress upon its own following that afi'airs must administered with economy. One of the most obvious reforms, for instance, is the abolition of the upper house, but it is doubtful if Mr. DeBoucherville will be able to grapple with it. The financial problem will stagger -any ministry. The debt was enormous before Mercier came into power; it has been greatly increued; and now has attained immense propor- tions. The favorite remedy in the past for Quebec tory politicians has been a resort to the Dominion for assistance. This may be attempted now. The St. John's News, a tory paper, sees the “Breakers ahead,” and warns the De- Boucherville government against that course. The News says: “It is for Mr. H DeBoucherville and his government u now to prove that the confidence of the H electorate has not been misplaced; H otherwise, the same fate that has be- “ fallen the liberals will come upon them. I! The moral sense of the province has u been roused, and liberals and conser- u vatives have united to put an end to a u regime which threatened to involve us u in bankruptcy. If the present govern- ument pursues a similar course it need an expect nothing beyond a similar crush- “ ing defeat. We give the warning in H time, though we do not think it will be I. needed. The overwhelmning majority u of the conservative party places it in u the power of the government to enter u on a policy of retrenchment that may, I! in the end, cost them supporters, but u will in the end secure their triumph. u The heritage, to use the words of Mr. I- Shehyn, is bitter enough; there is not u only the provlincial debt, increased by M Mr. Mercier 100 per cent., to be met, H but also the letters of credit issued by u the late government. which the province u may have to honor. We regret to record the death at Ottawa of Mr. Robert Romaine clerk of stationery in the house of commons, in the 72nd year of his age. Mr. Romaine was for many years proprietor of the Petcrboro Review. and was well-known and respected all through the province. He was a genial. kindly man. and personal friends will long keep his memory green. Mr. Romaine was abrothcr-ln-law of the late Hon. Thos. White and of Mr. Rich. White of the Montreal Gazette.
