The policy of our town councils in the past is suggestive of the careless housekeeper who neglected the usual and own household, sat down to ponder where to beginâ€"and fell asleep It is not our intention to revert to l i'ils. for 1896 and 1897 made progress, and had they not been ham- pered by a large floating debt, might have initiated some needed reforms and undertaken substantial improve- ments, as they had planned to do if again returned. They deserve praise for having wiped out the floating debt and for their purchase of road-making machinery, but their experiments in road building were crude and costly owing to the lack of a proper system and the clashing of ‘old fogey' ideas. Our council for 1898 started out with :1 clean slate, a surplus in the treasâ€" ury, a progra (I bet- ter methods, backed. by the g of the citizens generally, who are hopeâ€" ful that they are about the dawn of a new era in mu gmcrnmeut. So far our civic rulers have not elaborated any policy, and citizens are beginning to fear that \‘1luabie time is being lost. VVe know that Mayor Taylor and the various chairmen of committees are devoting at deal of time to the consider- .'1 gre \xl)t 11km of loan affairs, and no do will shortly take steps to satisfy the gent-1a] uneasiness. if or any be permitted to offer a 11 oral of counsel we Would warn these Huntlcmnn not in place themselv‘s in the pmitmn of the careless housekeeper by vulct‘lainlng u. multiplictly of s-‘lmtu-n The three pressing 113ml! of lamb-11v are sewerage. butler 1'. win .mil brltvr 11. llkl. and until some mild momma h in bum mule along tlmn llllC‘al all other stein-mun lnvulvmg 3h" «11111111011110 ul‘ consider 1qu 11111111 ,‘lloultlll‘ hold in .1lmv.111m~.l.1ml ,vmu 11 ..mniil tecugniAt-d and admitted the importance of sewerage, but were un- .ll‘!‘ 11'- make 11 start f1. 111m of funds. Mayor l‘aylor and his 10l- leagues will be but perfmming the Work expected of them if they at once nuange for the construction of n 1111an sewer according to the “libs t‘hipman plan submitted ~tome years ago. The projected drama in the rear of the stores on Kent- -st. are merely intended to remedy the illegal use now made of the Kent-st. storm draw, but if not in accordance with the Chipm 1n plan these drains should be condemned. Our laboring men want work, and sewers are necessary in the sanitary interests of the town. There are good grounds for believing that the present fire hall can at small expense be made to conform with the requirements of the underwriters for a couple of years longer, and thus avoid the expenditure of $6, 000 or $7, 000 when our funds are so badly needed for sewers and roads. The expiration of the electric light- ing contract, and the refusal of the company to renew at the old figures, will force the council to adopt one of of three alternativesâ€"put in a civic plant pay the increased rate demand- ed. or reduce the number of street ii hts. The matter is now being con- si‘dered by Coun. Horn and his com- mittee, and has led to a suggestion that the town should buy the water- works and run the civic plant 1n connection therewith. We remember a. story about a man who took a great fancy to an elephant, and wound up by acquiring the entire circus so that his pet might have congenial sur- roundings. The purchase of the waterworks might be a very good in- vestment, but it is a. matter that de- mands very careful consideration and should not he jumped at merely as a. means of escape from an unsatisfactory lighting system. It should not befor- gotten that our solid citizens condemn- ed the purchase of the works when they could have been 5911qu much cheaper than at present. A government is handicapped by a large majority. It breeds local quar- rels and over-confidence. With part- ies as they are now organized there will probably be better government and better legislation in Ontario. Mr. Ogilvie, the famous Canadian government explorer, brought back with him from the west two interesting Klondike “relics" in the first British flag flewn on a United States vessel on the Yukon River, and the first flag made in Dawson City. The latter is to be presented to Dr. Dawson, of the Geological Survey of Canada, whom the city was named A bill introduced in the Ohio legis- lature provides that no marriage li- cense shall be imued in that State in case either party to the proposed con- tract has a criminal tendency, any blood disease, tuberculosis or insanity. This means that candidates must be examined by a board of criminal ex- perts, tested by physicians, injected with tuberculin by veterinarians and confined in insane Zasylums for acer- tificate. Such a law will increase mar- riages and excite admiration for law make rs. , , )Ir. VV hitney is talking of a great revulsion of public feeling, but the. facts are against him. Three counties at any rateâ€"Stormont, Glengarryand South Perthâ€"which are now repre- sented by conservatives, through dis- sensions in the liberal ranks, polled a large majority of liberal votes. In Toronto the conservative majority is cut down nearly 3,000, which is as clean a rebuke to the brag and blus- ter of Mr. VVHhitn-eys organs as any one could 'wish for. â€"-Canadian Free- holder. Thc first division in the Dominion parliament this season gave the gov- ernment a majority of 51. It would have been 55 had a liberal M. P. not died a week or two since. Less than eighteen months ago Sir Charles Tup- per prophesied that the government- would not live six months, and Mr Foster said it was formed but to col- lapse as soon as it began to rule. Both. gentlemen again vent into the pro- phecy business on Thursday night. They do not profit by their previous failures. There is a bill before the New ‘rork legislature “to prevent dishonest r'- presentations in advertising.’ The father of the measure says he w ants to stop merchants from ‘lying" from pretending to sell ‘at less than cost, " and from selling dyed rabbit skin for “electric seal, ” and skunk skin for “Alasks sable.” The idea that mer- chants should exaggerate in their bids for custom will probably startle some people. .VV hat sort of folks are the \‘ew York State advertisers, any- way? , , . The Mail and Empire objects to lib- erals being appointed to the bench, alleging that Sir John always avoid- ed the policy of selecting iudges from his own party ranks and appointed po- litical opponents as well as poltt1c1l friends. It is on record that out of the hundreds of judges he appoints-«l one or two were not acthe tories but is that the foundation on which the tory organ builds its argument. that a liberal government ought never to appoint a liberal th1 bench l 1 The rebuke which the Hardy gov- c-rntnc'nl received from the clt't'ttu'sof the city of 'l‘oronln' was cmphalir. tin-l was atlminlslcrotl in a Way lhal (IIN‘! credit in lll'.‘ oliy.-â€"’l‘hr Mail. Foster seem determined to drag out the Yukon Railway debate. though the speakers are saying nothing that is new. The idea prevails that they are living in hope that the United States congress will take the tip from their unpatriotic suggestions and make difficulties about the tr anship- ment of goods at Wrangel, so as to spoil the8 usefulness of the Stikine River route to the Klondike and thus discredit the government's scheme for :1 railway from Telegraph Cleek to Teslin Lake. The department of agriculture at. Ottawa. has gone to the trouble and expense of issuing a bulletin on the possibilities of agriculture in the Yu- kon district. Hastily scanning it we gather that the possibilities are confined to radish, lettuce, and early varieties of cabbage and turnips. As few settlers will travel as far as the Yukon to engage in the cultivation of these, it was hardly worth while to go to the expense of the bulletin. The Klondike will never beafarming dis- trict, but perhaps official auithority was necessary to have this very obâ€" vious fact generally recognized. It is now proposed in New York State that the convicts in the prisâ€" ons be employed in making furnish- ings for the schools and other pub- lic buildings in the state. It is proâ€" bable that the makers of such sup- plies will come forward with ob- jections equalLv as st as those heretofore advanced by at er trades against convict products. -\Vhy not furnish the convicts with baseball, cricket, football and lacrosse out- fits and let them have all the exer- cise they like in that way. They would then “ p'roduce’ nothing against which most touchy dem- a gogue could explain, and besides would have a very enjoyable time. In this connection the Hardy government is doing a. good work. The New York Herald declares that within the last few days New York has been converted into “a perfect Gilbraltar," that it is perfectly safe from bombardment, and that all the navies of the world could not endanger its safety. And only $10,000,000 of the $50,,000000 voted has been spent, and but a few thousands of that in New York Our neighbors are a great peopleâ€"on paper. . . â€". Toronto Telegram (tory): Ontario is not to be impressed. with mere ques- tions of mathematics. VV hen the up- position can show that money has been spent with ought not to have been spent, let the government be assailed for its extravagance. ment has spent more than it should have spent, a large sized deficit or a small sized surplus may be laid to its charge, Wherever the government has been extravagant in its appropriations or dishonest in its expenditures, the opposition can make capital by proving the extravagance or the dishonesty but there are no votes tobe made by this uncensing squabble over the ab- sence of a surplus. Mr. 11'. J. Ty,rell son Bay district, lying north of settled Ontario. The animals to be found there are moose, woodland cariboo, ground cariboo, muskox, fox, \,volf wolverine, ly,nx sable, fisher monk, \1easel,er- mine, otter, beaver, muskrat, black bear, brown bear. walrus, square flip- per seal, ring seal, fresh water seal. white whale, sea unicorn, and right whale, worth $15. 000 apiece. According to Mr. Ty rell, these whales are being ruthlessly killed by the United States poachers. The lakes of the district teem with fish. and trout of2 5pounds weight, and Whitefish of 14 pounds are every day matters. For several weeks past great inter- est was taken throughout England in the London county council elections. From something said a. few monthsago by Lord Salisbury, it was thought that the government might be per- suaded to divide up the metropolis into a number 6f municipalities. 'lhis was resented by the progressives, 01 iii)- erals. The suggestion imported :1 strong party feeling into the elections, and Eng land stood by to see if Lon- don would go liberal or conservative It has gone strongly liberal, and this will be accepted as additional encour- agement to liberal hopes all over Great Britain. The result of the elec- tions is a black eye for the govern- ment. , . 1 Prussian' statistics show that stile railways there are run at good profit The revenue from the roads left a sur-l plus of $15,175,180 last year; the in- crease in the earning capacity during the year was _5 5.19 per cent. per kilo- meter. The railways were built by private companies, and the govern- ment is reaping a large profit out of the. purchase. The state bonds given in payment bear 3 l- 2 per cent. inter- est, and the net earnings of the roads in 1896-7 was 7.15 per cent” leaving a profit to the state of 3.05 per cent. on pthe investment. Between the rate at which the overnment can borrow and that \shic the companies would have to pay, would probably b.- 11 considerable margin. Col. D. McCrae, of Guelph, who for the past two months has been organizing Farmers‘ Institutes in New Brunswick, says there is a great revival of agriculture there, particu- larly of wheat-growing. The coun- yhas been depending rather on lum- boring and kindred industries tothe neglect of the farm. The average yield of wheat in New Brunswick seems to be much higher per acre than in Ontario, chiefly because of a more li- beral use of manure.
