Considerable trouble endless were incurred to the German vessel. As aresult of this action the own- ers of the "J. I greatly admire the magnificent manner in which ' the United States has gone on paying of its tremendous debg contracted during the gigantic civil war. We ought to imitate in a modest way_ the American example, but several circumstances oppose this. in the first place, the wastetulness of our great departments of government is something frightful. Dr. J.A.Larrabee has pronounced as cured in the past week three of his patients who were suffering from tuberculosis of the lungs. They are Frank Martin of Bonneville, Ind.; Wm. Cherry of Bloomington. Ind., and J. J. Dawson of Louisville. The first two were at first rejected as being too far advanced to admit of the treatment. Microscopic examination shows that all tubercular tissue and bacilli have disappeared from the sputum in each of the cases cited. The improvement is chiefly noticeable in the disappearance of all cough and sweats and a rapid increase in flesh. No cases of lupus have been pronounced cured as yet, but an improvement of all the patients under treatment is reported by the various physi- cians. The Hon. Samuel English, state senator and a delegate to the constitutional convention, who is being treated by Dr. Frank Wilson for lupus ot the face, will be dismissed in a few weeks if the improve- ment continues. The sore as disappeared and only a slight irritatio is noticeable. Dr. Curran Pope says that three patients 'under his treatment have improved and that in a few weeks he hopes to pronounce several of the cases cured. Dr. G. Marvin says he has three patients that are rapidly improving. None of the physicians will say that any of the cases are permanently cured, all agreeing that a year or more will be necessary before it can be shown that the seeds of the disease have not yet been scattered. â€"A St. Petersburg cable says: Shamei- kin, who was arrested for attempting to assassinate the czar at a review. belongs ‘ to the Scaevoii club of Kharkofl’, the mem- bers of which are bound by oath to make continual eflorts to murder the czar. Most of the members have been arrested. The czarina is seriously afl’ected by the news of the conspiracy against the life of the czar, which has just been made known to her. She has been sufl’ering great anxiety on account of her second son, the Grand Duke George.whn was wrestling with his cousin, Prince George of Greece. and received ser- ious injury to the spine. He is suffering from attacks of fever. He is at present on board the Russian war vessel Admiral ‘ N akhimofl’. in Algerian waters. Shamei~ kin, the would-be assassin of the czar, has been induced to make a full confession to the police after, it is reported. two or three applications of a powerful battery, strong enough to inflict pain but not enough to destroy life. He will not be sentenced to death or probably tried, but sent to Siberia. The police have succeeded in arresting a large number of Shameikin’s fellow conspirators. but two of the leaders are said to have made their escape to Rouma- nia as soon as the capture of their principal leader was known. The incident of Sham- eikin’s arrest was given to the public somewhat prematurely by the police, who were so proud of their achievement that they could not keep it quiet. It is thought improbable by these best informed as to Russian methods and afi'airs that any of the conspirators captured will again be heard of.‘ The police have ascertained that the globule found on Shameikin contained a deadly poison sufficient to have killed him instantly after he had killed the czar. â€"The governorgeneral has remitted the sentence oi George Scott, :10an Welland jsll on achargeof larceny. The French armorles are worlng night and day, by the special favoritism of the French government. upon the manufacture of this arm for Russia. and the assumption is that the contacts must be much more nearly filled thanitwae supposed they were a month ago. The element of doubt in the situation is that political students see irreeolution in the French cabinet. Num- erous fancy lists have been prided of late giving the names of ministers supposed to be ranged on either side of this momentu- ous question. These are of small import- ance. It is more nearly true to say that each of the ministers is on both sides of it. Th all have their moments of excited con dence in the sq uipment, spirit, and fighting quality of their huge harmy‘ then. again, when bitter recollections of 1§70 and 1871 come up, they find this confidence aluavering into apprehension. Teuible as at experience was, everybody knows that defeat now would involve something very much worse. . . . .Nobody any longer thinks it worth while, in either Parisor St- Peters- burg, to dissemble the plans of the two great powers lying to the east and west of Germany. They make no secret of the intention to fall upon her simultaneously what the time comes and tear her limb from limb. The czar has got entirely over his former prejudice against an alliance with the republic. All that nonsense was swept away by Bismarck’s colossal tumble, and it had previously been much diminish- ed by M. Csrnot’s conservative behavior.
