The document was fyled for future reference, and might profitably be given a second reading any time. So hr the only evidence of an aggressive policy discernible without microscopic aid lies in. the motion passed to ex- clude newspaper reporters from the meetingsofcouncil in committee. Bere- tofore, in the days o‘fW I I . _ ___n. 4-»- - 777-â€" â€"_-â€"the man who made a. practise at vot- 7 mane m in omitmand another way in councilâ€"was held up to pub- lic scorn, and. it is cause for regret thattheflrststeptahenby'ournew council of business men was not calâ€" culated to retain the confidence 011116 ratepayers, rather thanralienzite it by shewing an aversion for above-board methods. There are men in the coun- cil who are above suspicion, but the ma.- jorities of others at the- polls were not so overwhelming as to befoken over-. weening trust on the part: of the rate- payers. Already this year we have; had asadinstance of thewavering of men not upheld by‘ a high sense of duty, andsecret meetings haven tendency to promote that sort of thing. i seas waswom of the curses of the old system, and bids fair to be perpetuat- ed. Mt. Pilkie should be given. every Wunity to prove his worth, and if it turns out that he is not the right man for the place, then the coun- cil thould cam: about them for a suit- able successor. At present our citi- mnave conï¬dence in Mr. Pilkie, end fab tint if given a. tair. chance he would provem exceedingly valuable servant inhispresentcapacity. I .‘_V._‘ 1: 5 In the spring of ’98, before Mr. Pilâ€" klc was appointed street commissioner, Mr. Thos. Brady, who was then chair- man of the board of works, declared that he would not be held. responsible to council for the mrformnce of that olticial’s duties '. and that whoever was appointed by council should. be given a free hand and be held answerable for the quality 0! his work. That was sound advice, and was commended by the ratepayers, but it has not been 101le by our new council of business. men. Mr. PiJkic has not been given a free hand, and. as a. result the town has lost money on neural contracts, and work has been delayed until the patience of ratepayers is at, the strain- ingpolnt. The assumption of practical knowlcwe which _x_nembers did_ not poo: l Tbs peeple were promised a. vigor- ous policyâ€"a. betterment of methods everywhereâ€"but so far they have looked in vain for the fulï¬lment of the pro-election pregram. The policy so for has not been vigorousâ€"it has been halting and hesitating. We are weli into the fifth month of the new year, yet nothing has been said con- cerning sewerage or granolithic walk matters. Has the council decided to follow out the separate pipe system initiated by last year’s council, or is the surface water to be drained into the sewage pipe, in â€order that the lat- ter may be kept: well flushed? What about a sewer on Kent-st., north side, to do away with. private drains dis- charging intO‘ the river at various points? Is it the intention of council to construct a granolithic walk this ‘ spring on the south side of Kent-st. ., i as planned last year, and leave thei northside as it is? Is it' the purpose of council to finish the Lindsay-st. road to Kent-st, or has it been decided to construct a few more rods of model roadway here and there throughout the town as object lessons ? These are points citizens are anxious to be en- lightened upon. It might be interesting at the pres- ent juncture in municipal affairs to quote a. few eloquent massages from Msyor Walters’ inaugural address at the first meetim of the present council in January last. It read well-it had point, pith. and breadthâ€"and. after ex- posing satisfaction because of an m public interest in municipal sthirs it made mention of an amn- sive policy of improvements Io be in- augurated. , SINGLE FIRST oOLASS FARE G in: la, 23rd and 24th. ramming Kay 2511.
