On motion of Walter Paul, of Mont- real. another resolution was passed expressing satisfaction at the prom- ise of the Premier to enforce a. ple- bisclte and calling upon all temepr- ance people to prepare for the work before them. “But what is temperance? We an here as rational men. You hold that it is absolute abstinence. Many peo- ple believe that temperance is m dera- tion, and this we cannot forget. When the Liberal convention met here in 1893, having to deal, as we thought we had to deal. with the interests of our common country, we thought to have the opinion 9: the people pro- perly tested, so as to ascertain what the feeling or the country was. whe- ther it should mean absolute abstin- ence, as you think. or moderation, as some others think. We thought the taking or a_pl_eb1sd_t_e the__best way, and we decided to divest it at every other question which might more or less buy up the judgment of the people. We thought it better to go even further than Sir Oliver Mowat's Government went when it took a plebiscite in connec- tion with municipal elections. We wished the question divested oi! every other consideration, so that We might have the judgment of the people on this question itself. There are other views. The people of Canada. are not a unit on the question of abstinence or mod- eration, and there are also local in- terests. Take the Province of Quebec. which has had a. prohibitory law. which dates from the year 1864. Pre- vious to Confederation, municipal councils were empowered and are still empowerea LU enaCt proniu..ury by- laws within the municipalities. There is no need to appeal to the people, but the council has the right to en- act a. prohibltory law, and in some Ottawa, Saint. 3.â€"(Specia.l.)â€"'rhe de- hate on the Governor-Genera; war- rants for money without the consent sections of the province this power has been largely exermsed. in the Counties of Lotbiniere, Drummond, Arthabaska, Portneuf and Megantic the sale of liquor under the sanction of law is almost unknown. In Arthaâ€" baska, out of 18 municipalities there has not been a. drop of liquor sold un- der the law or a single license issued except in two. In Megantic, out of 14 municipalities my impression is that the same thing is true, except in one municipality. In Lotbiniere there is not a single license. and the same is true or Portneuf. (Cheers) It remains to be seen whether the people there are in favor of a change and the plebiscite will show that. The plebiscite is part or the Liberal program adopted at the convention of 1893. Our policy has been before the people. who have pronounc- ed upon it. It now becomes our duty to carry our our program,_ and I say frankly it is our intention to do so. The subsequent proceedings were of course conï¬dential. but it has leaked out that the abolition of the bar was again referred to. It is said Mr. Foster rew the attention of the Speaker to the fact that this order had not re- sulted in preventing the sale of liquor in the restaurant of the House, and wanted to know if the order was to be actually enforced.
