Besides this. the United States and Canada will always be difficult to deal with. N 0 one can help sympathizing with Canada in the loss of trade which she is bound for a time to sustain, the more so as that country has done its level best to keep itself tree from disease. But it must not be forgosten that all along the North West there is a purely imaginary boundary line of some 900 miles in length which it is impossible to watch so closely as to prevent cattle from the United States being smuggled over. Then. again, take the extent oi country to be dealt with. It is larger than the whole European continent. Who can declare such an area to be free iron: contagious diseases? All the proclamations that could be issued at Washington or Ottawa would not now give us a ieellng of “reasonable security” that our flocks and herds would be tree from danger it we should admit their stock among our own.
